Minimum Qualifications NY HELPS: Bachelor's or higher degree.Transfer Candidates: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Health Program Administrator (G-18); OR current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer.Preferred Qualifications: Professional administrative experience related to medical or programmatic review, quality assurance, audit and/or regulatory activities in a health care facility regulated by the New York State Department of Health or other state or local agency. Health care experience and knowledge of Hospital and Diagnostic & Treatment Center regulations and associated federal Medicare regulations; excellent communication, written and organizational skills; ability to function independently and as a member of a team; and deal with multiple tasks and priorities; familiarity with the Health Commerce System, Microsoft Office programs, Outlook, SharePoint, Adobe Acrobat Pro, State Financial System, Executive Correspondence Unit (ECU) process and policies and procedures for responding to FOIL inquiries.

Duties Description Working within the Office of Primary Care and Health Systems Management, Center for Healthcare Provider Services and Oversight, Division of Hospitals and Diagnostic & Treatment Centers, the individual selected for this position will perform key administrative and communications tasks for the the Division’s Clinical Staffing Review Unit.. This is a full-time position. Responsibilities may include the following: • Reviewing complaints and performing reviews of documentation related to clinical staffing plans and clinical staffing levels at hospitals. • Assisting with posting materials to the Division website and with distributing communications to hospitals through the IHANS system.• Monitoring the Clinical Staffing Review Unit Bureau Mail Log (BML) for inquiries from regulated parties and the public, research the issue and reach out to program staff and subject matter experts as needed to determine the appropriate response.• Coordinating the Clinical Staffing Review Unit’s response to FOIL requests and subpoenas and assist in assembling responsive documents for FOIL requests assigned to the Clinical Staffing Review Unit. • Developing familiarity with New York State Public Health Law Section 2805-t and any applicable regulations and standards.• Creating policies and procedures working with the Clinical Staffing Review Unit’s Chief Evaluator.• Acting as a liaison with complainants, hospital personnel, and state agency leadership.• Drafting statements of deficiency and other notices to hospitals regarding issues, and if necessary, sanctions.• Recording activities into appropriate information systems.• Traveling to hospitals to observe clinical staffing levels onsite and respond to public health emergencies as needed.• Participating in process improvement projects, as assigned.• Performing other duties as requested.
