Description

General Description

Under direction and in cooperation with Site Managers, is responsible for assuring security, maintenance, and comfort at all facilities. Oversees the financial management of his/her areas of responsibility, including utilization of human and capital resources, and assists in the preparation and monitoring of maintenance budgets for each site.

Essential Duties and Responsibilities

  • Develops and monitors all aspects of building maintenance, janitorial, safety, and comfort in all facilities.

  • Inspects and reviews all maintenance needs.

  • Makes appropriate repairs and works with Director of Facilities and Purchasing for quotes.

  • Monitors facilities for compliance with OSHA, City, County, and State laws and regulations.

  • Monitors facilities for any property damages and reports to appropriate site Manager.

  • Oversees Q-ware work order management system, issue and maintains work orders.

  • Coordinates inspection and performance of security systems, reports needs to site Manager and Director.

  • Responds to all building emergencies.

  • Manages building and grounds services.

  • Maintains cleanliness of buildings including windows, flooring, painting, and appliances, etc..

  • Responsible for upkeep of grounds including grass, landscaping, trimming, gutter cleaning, snow removal, and refuse removal.

  • Test and repair fire doors at Chapter 21 houses on a weekly, or as needed basis.

  • On-call for all building related issues

  • Researches and makes recommendations for major repairs.

  • Coordinates sealed bids for work of over $1,000. Opens all sealed bids with Department Director and makes recommendations regarding vendor or company for the job.

  • Discusses repair and maintenance needs to site Managers and Department Director.

  • Solicits and analyzes bids from contracts for repairs, renovations and maintenance.

  • Manages purchase of equipment, supplies, property and purchased services.

  • Reviews specifications and bids for all major equipment purchases, evaluates and makes final recommendations.

  • Reviews and authorizes payment for all office supplies purchased.

  • Provides consultation to other site managers regarding Agency purchasing practices and policies.

  • Maintains proper stock of all parts used for repairs throughout CCFCS.

  • Solicits and analyzes bids as necessary.

  • Provides for effective management of all assigned staff in accordance with Agency policies and procedures.

  • Hires, orients, coaches and evaluates staff.

  • Assures ongoing staff training and development.

  • Implements, monitors, and evaluates all aspects of departmental-wide disaster and risk management planning.

  • Responds to all building emergencies and coordinates departmental response. Implements remediation to prevent future incidents as necessary.

  • Is on call for all departmental related issues.

  • Develops and maintains systems for monitoring departmental leases and certificates of occupancy.

  • Coordinate departmental health/safety training, emergency preparedness and responsiveness planning.

  • Responsible for transportation needs and operations

  • Manages all vehicles repairs, safety, and vehicles registration/insurances.

  • Train all drivers in proper operation of all departmental vehicles.

  • Review all transportation policies and procedures with program staff.

  • Coordinates and ensures all proper notifications are made in regards to any transportation accidents.

  • Inspects all vehicle for compliance to policies twice a year.

  • Shares in the planning with other staff members for program needs

  • Participates on various committees and work groups to assist in the development of departmental policy, procedure, new programs and strategic planning.

  • Is responsible for implementation of strategic plan within the facilities area.

  • Actively participates in staff meeting, fundraising functions and departmental sponsored activities.

  • Participates in staff and department meetings as required.

  • Awareness of and active support of the Agency's Mission, Vision, Values and Strategic Plan. Including, but not limited to, supporting the Agency's Core Competency initiatives of being Collaborative and Community Focused, Innovative and Entrepreneurial, and Culturally Competent and Diverse

  • Other responsibilities as requested by supervisor

Qualifications

Education: High School Diploma or equivalent.

Credentials: Valid and clean NYS Driver License, with reliable transportation.

Experience: 5-7 years staff supervision and knowledge of all fields of service (i.e. plumbing, electrical, HVAC, carpentry, painting, lock systems, security systems etc.)
