Responsibilities

GENERAL PURPOSE:

Plans, develops, and directs University of Rochester Medical Center (URMC, UR Medicine) institution-wide activities associated with the implementation of Clinical Information Systems Applications. Serves as the advisor to institutional leadership on policy, procedures, and practice changes as it relates to information systems, attends senior leadership forums. Ensures an integrated, operational approach to information system implementation, and realization of benefits through technology changes. Engages a broad, diverse group of stakeholders, and builds consensus on the technical, functional and workflow design required for the implementation. Ensures project target dates are met on-time and within budget. Proactively identifies project risks and develops a risk management plan for mitigating those risks. Strictly manages the project scope. Directs and supervises staff and resources to assure efficient and effective operations. Serves as member of Information Systems Division’s (ISD) Leadership team.

SPECIFIC RESPONSIBILITIES:

Maintains a broad knowledge of current and future clinical application capabilities for Epic and other strategic application partners to meet growing demands for information integration and technology

Conducts research and publishes decision point documents for use in the department, end user communities, and governance committees. Develops roadmaps and long-range plans for all applications in the assigned clinical portfolio.

Maintains a strong understanding of technology and its application to achieve clinical/business objectives and integrates this knowledge with the hospitals and ISD’s strategic plans

Establishes strategic alignment by linking IT strategy with URMC's business imperatives and a planning process that communicates effectively about costs, impacts, and reporting

Provides clinical systems analysis and area expertise required to support the implementation of enterprise wide clinical systems and new business initiatives. Conducts feasibility studies, prepares analyses and presents recommendations to Hospitals and Medical Center

Plans, manages, and participates in relevant ISD capital and operating budgeting processes. Maintains an ongoing awareness of project resources in relation to budget plan parameters and rate of spend for use in decision making and influence in assigned area and across ISD

Formulates and prepares project plans with activities, dependencies, dates and timeframes, resource requirements, milestones and deliverables. Monitors progress of project activities and insures all critical implementation criteria are met and provides status reports to hospital, medical center and integrated delivery system steering committees. Manages project scope and timeline. Approves and or escalates material deviations from scope and plan as appropriate

Provides direction and supervision for assigned areas of responsibility, including onboarding of internal and external resources required to ensure successful project outcomes. Allocates and assigns personnel and technical resources to meet enterprise needs. Fosters a high-performing environment by focusing on inter and intra-team collaboration, employee career development and advancement planning, and leading by example

Actively participates with ISD Directors’ team. Collaborates with team on new policy, interpretation, updates and the setting of new department wide initiatives. Makes recommendations on employee engagement, motivation, retention and growth of staff. Keeps informed of all ISD-wide activities and maintains knowledge of all ISD clinical and revenue-related functions. Offers resources and assistance when possible to internal ISD Directors and Managers during projects, vacancies. Assists in the recruiting of designated positions within ISD

Creates and fosters relationships with relevant clinical and operational leadership. Advises IT management, relevant steering committees, and other leadership forums regarding the direction of enterprise clinical systems and applications and participates on departmental, hospital, and medical center committees. Serves on URMC and IT committees as assigned

Participates in developing and monitoring various metrics of IT systems effectiveness and efficiency including up-time, overall performance and capabilities for disaster recovery

Works with IT Service Management teams to develop end-to-end change, incident and problem management processes. Ensures that all incidents are handled in a timely and appropriate manner and acts as a primary point of escalation during critical incidents

Maintains close ties with information systems vendors, assuring appropriate delivery of software, systems, support, and implementation activities as specified in contracts

QUALIFICATIONS:

Master’s Degree in Computer Science or Business Administration, plus 5 years information systems experience and 2-3 years of supervisory experience or project management, preferably in an academic medical center; or an equivalent combination of education and experience.

KNOWLEDGE, SKILLS & ABILITIES:

  • Ability to communicate effectively at all levels of the organization including with executives, physicians, and nurses

  • Ability to demonstrate objectivity, sensitivity, and a balanced perspective regarding employee concerns and organizational issues

  • Ability to establish the strategic direction and business plans for a functional group

  • Ability to evaluate contracts and manage vendor service agreements

  • Ability to manage complex project and resources (people, costs, and time) across multiple departments

  • Ability to negotiate and manage contracts and service agreements

  • Ability to use judgment and make sound decisions

  • Knowledge of leadership and staff development practices and principles, coaching, talent management, strategies and programs
