Job Responsibilities:

  • Provide direct supervision to Payroll staff ensuring timely preparation and accurate processing of the bi-weekly and semi-monthly payrolls (50 payrolls per year) including:

  • transfer of hours from the Kronos time & attendance system;

  • provide oversight of involuntary employee deductions ensuring timely and accurate withholding and payment;

  • review and approve payroll “gross to net” flux analysis of earnings and deductions, ensuring that totals reflect current and accurate payroll activity and identify, investigate and resolve discrepancies;

  • review and approve funding requests for payroll activity including ACH, payroll checks and 3rd party providers;

  • provide Kronos support to department supervisors campus-wide and act as a resource to Payroll staff regarding timekeeping related questions; and,

  • calculate salary overpayments made to employees including taxes, 403(b) and required adjustments.

  • Provide direct supervision to AP Specialist III responsible for reviewing and processing employee reimbursements including out-of-pocket expenses and travel expense reports ensuring timeliness and accuracy. Provide guidance to ensure that outstanding issues are resolved.

  • Manage internal department processes regarding non-resident alien employees, ensuring withholding and reporting compliance with regulatory agencies.

  • Manage internal process requirements regarding tax reporting and withholding of employees working in other states. Act as the liaison between RIT departments, Human Resources and Treasury & Financial Reporting Services.

  • Work with PAPS Executive Director and Director of Payroll to:

  • identify and implement changes in Payroll procedures to enhance operational efficiencies and/or in response to changes in legal or regulatory requirements;

  • conduct departmental updates and offer training sessions to familiarize the staff with applicable changes; and,

  • develop and update departmental reference resources and other materials, including procedure documents.

  • Work with the Director to develop performance metrics and implement changes in processes and procedures to encourage operational effectiveness and appropriate internal controls. Use metrics to benchmark against best-in-class organizations. Make recommendations regarding systems and system enhancements designed to support and/or optimize Payroll operations.

  • Assist with the completion of the annual Management Self-Assessment testing and certification process and ensure that appropriate internal controls are in place to prevent and detect errors and/or compliance issues.

  • Enhance understanding of internal and external policies and procedures related to Payroll, including requirements for accurately recording time and attendance, as well as raising awareness of the importance of strong internal controls throughout the University. Ensure accurate preparation and delivery of Payroll and Travel training and work with staff on the development of training skills to enhance delivery of course material.

  • Complete special projects as assigned by management.

  • Participate in a minimum of 40 hours of training/professional development annually. Training must be applicable to the employee’s role current within the Controller’s Division with the intent of enhancing overall knowledge as well as the specific skills, whether functional or technical, required to perform successfully in the position.

Required Qualifications:

Education/Experience:

  • BS in Business Administration or Accounting required OR an equivalent combination of education and applicable experience;

  • A minimum of seven to eight years progressive payroll and timekeeping experience required preferably utilizing Oracle HRMS or PeopleSoft applications.

Skills:

  • Highly developed technical skills including MS Excel, Word and Access

  • Knowledge of generally accepted accounting principles, federal /state tax regulations including garnishment and support laws

  • Prior supervisory experience

  • Strong analytical skills and attention to detail

  • Must possess excellent time management and communication skills and have the ability to thrive in a fast-paced environment.

  • Must be able to develop recommendations and implement changes designed to enhance/improve day-to-day payroll processes and tasks assigned to payroll staff.

  • Excellent interpersonal skills required with ability to interact effectively with individuals from diverse backgrounds, ability to set priorities, handle multiple tasks/demands simultaneously, work independently, exercise professional judgement in completing responsibilities, and maintain confidentiality.

Job Summary:

Temporary Position: The initial appointment period is 20 months ending on February 1, 2026 and is conditioned on satisfactory performance as determined by the Controller’s Office. This appointment may be extended based on satisfactory performance and the needs of the Enterprise Resource Planning project. At the conclusion of the project, the position will end and your employment with RIT will be terminated.
