Job Description:

Parsons is looking for a talented and highly competent Senior Procurement Manager (Pre & Post Contract) to join our team!

In this role, you will join a professional Project Management team that is involved in multiple projects on a program being developed by Saudi Downtown Company (SDC).

Saudi Downtown Company (SDC) is a subsidiary of the Public Investment Fund (PIF), a Development Company registered in Riyadh in the Kingdom of Saudi Arabia, formed in the early part of 2020. As an organization SDC is undergoing a rapid mobilization to meet its mandate, to develop downtown precincts, hereafter referred to as “Downtowns” within twelve (12) cities across ten (10) provinces in the Kingdom within the next 3 to 5 years, with targeted strong participation with the private sector and partnership of direct sales.

Provides management and direction for all procurement functions on a large domestic or international project, including purchasing, expediting, supplier data control, supplier quality, and traffic.

You will be working as part of a team on a large master development and will be responsible for the procurement of consultants and contractors including all stages of the procurement process from receiving a brief/scope of services to contract award.

What You'll Be Doing:

  • Reviews work produced by subordinates to ensure that applicable codes, standards, and procedures are followed, and that quality of procured items meets or exceeds requirements. Monitors the productivity and technical proficiency of the assigned personnel. Make staffing assignments and reassignments as Company and project needs dictate. Monitors staffing requirements and expenditures within budget constraints.

  • Coordinates procurement activities with clients, project management, and other departments within the Company.

  • Actively participates in the Company’s Quality Improvement Process. Promotes technical excellence in all employees. May endeavor to develop a partnership agreement where supplier quality and performance are consistent with Company and client requirements.

  • Participates in establishing and maintaining Procurement Department polices and procedures, working closely with upper management. Ensures compliance with the Company’s business ethics policy and with the Conflict of Interest Policy. Offers training in these policies, as needed, to the assigned procurement personnel.

  • Conducts performance evaluations, takes corrective action as necessary, recommends promotions and salary actions, and offers training and development for the assigned personnel.

  • Completes special assignments for the Department Manager - Procurement. Participates in preparing proposals.

  • Performs other responsibilities associated with this position as may be appropriate.

What Required Skills You'll Bring:

  • Bachelor's Degree in Business Administration or Economics, construction management, quantity surveying or related field

  • Minimum 15 years of diversified experience in all phases of procurement activities on large global engineering and construction projects, including managerial experience

  • Extensive experience in all aspects of procurement, proven managerial capability, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required.

  • A demonstrated proficiency in utilizing DMCS (or similar material control system) is also required.

  • ​Middle East experience, at least 2 years within KSA
