Parsons Corporation Cost Estimation - Subject Matter Expert in Riyadh, Saudi Arabia

Job Description:

Parsons is looking for an amazingly talented Cost Estimation - Subject Matter Expert to join our team! In this role you will enhance cost management by merging portfolio insights with market data to maintain competitiveness and drive cost optimization.

Completes a wide variety of difficult and complex estimating activities, viewed as a fully qualified professional with solid experience and technical leadership expertise.

What You'll Be Doing:

  • Identify best practices on costing (incl. on technical guidelines, tools, templates and procedures), distill them into guidelines and share them across PM teams

  • Provide key assumptions (e.g., CapEx) and support in preparation and/or review of budgets, estimates, business and cost plans in the different stages of the DMO

  • Monitor actual spending vs. budget, analyze possible deviations and provide potential remediation actions, based on data provided by Planning and Monitoring

  • Review when needed bids and proposals also to analyze potential discrepancies with guidelines and assumptions

  • Consolidate data from portfolio and external sources to create a construction cost databases and issue quarterly Cost Benchmark Reports

  • Develop and maintain Tender Price Index, Building Material Cost Index, Material Prices Databases and Constriction Price Index for alignment with construction market

  • Develop the budgeting guidelines for projects during Phases 2 and 3 of the DMO process and when needed review the DevCo Cost Control Management

  • Create a database of cost optimization levers with estimated impacts and support projects in identifying and implementing them

What Required Skills You'll Bring:

  • Bachelor's Degree in Engineering or Construction Management or related field (or equivalent work experience)

  • Minimum 10+ years of related work experience.

  • Previous experience using estimating database supported

  • Ability to lead an estimate team that is required to perform difficult and complex estimating activities typical to the engineering and construction industry projects and programs is required.

  • Excellent written and verbal communication skills, knowledge of company and project procedures and practices, a familiarity with typical project controls software such as; Primavera scheduling software, Estimate/Schedule Transfer tools, Contract Manager, and DMCS (Document and Materials Control System) is required

  • Must have a clear understanding of, and ability to work with, construction contract commercial documents, drawings and specifications, and be qualified to be a project/program estimate team leader.
