Job Description

Role

The Project Engineering Manager (PEM) is responsible for overseeing engineering activities on a project, ensuring that they meet quality, cost, and time delivery criteria. The PEM is responsible for planning design activities, managing the design budget, implementing design change processes, supervising and coordinating all engineering activities for the project, and ensuring technical coordination. They are accountable for the proper performance of design with respect to time spent, deadlines, and quality.

Key Missions

The PEM's key missions are as follows:

Project management

  • Manage the global time schedule of concerned engineering activities, check coherency of links between engineering activities and other project functions activities, and organize follow-up of critical activities

  • Manage delivery time of technical interfaces, anticipate and mitigate delivery issues, and manage time schedule for engineering activities

  • Lead and coordinate design teams, follow the engineering budget, and manage design workload plan and resource arbitration

Interface management

  • Participate and contribute to the project multidisciplinary design reviews, and organize and manage disciplinary design reviews

  • Project strategy and risk management

  • Participate in project strategy elaboration with the Project Manager (PM)

  • Manage scope or design changes and prepare related claims and Variation Order (VO)

  • Inform of design issues throughout execution and update risk assessment related to design and apply mitigation plan when required

  • Manage design issues up to resolution

Customer relationship

  • Analyze customer technical requirements and ensure compliance to Customer requirements through Technical queries

  • Manage customer comments and technical requests or comments

  • Coordinate with partners regarding customer technical comments on their scope and validate design throughout customer acceptance

  • Document and configuration management

Manage and track the evolution of input data

  • Submit documents to the customer and review submission status

  • Ensure that management of return status of project documentation internal or external is performed for their work package

  • Manage evolution of customer requirements and associated impacts

  • Ensure conformance of material with specification and documentation

  • Track and manage identified or potential deviations

Design expediting

  • Prepare or review technical specifications and supplier's documents to enable procurement of materials and plant detailed design

  • Check effectiveness of design against delivery of contract requirements within project budget and look for global cost optimization in all design phase and mainly during basic design

  • Get or give support to ensure compliance to technical "state of the art" and applicable standards and regulations

  • Approve internal, external own discipline documents before transmittal

The PEM will be evaluated based on the following performance measurements:

  • On-time delivery of design to stakeholders with suitable quality, including Partner documents, Delivery time of technical interfaces with their work package

  • Quality of design and documentation

  • Compliance with customer requirements

  • Budget and resource management

  • Management of design issues and risks

Desired Profile

  • A bachelor's or master's degree in electrical engineering or related fields

  • 2 to 5 years of experience in project engineering management, preferably in the power system industry sector

  • Experience with engineering design and project management software

  • Experience in working with international and multicultural teams

  • Strong leadership and communication skills

  • Knowledge of technical "state of the art" and applicable standards and regulations.
