Red River Deputy Program Manager / Operations Manager in Richmond, Virginia

Position Overview:

The Deputy Program Manager / Operations Manager is a pivotal leadership role within our organization, responsible for the meticulous management and execution of government contracts. This position demands a strategic and integrative approach to ensure the seamless coordination of all organizational functions and activities necessary to fulfill project or program objectives, thereby meeting or exceeding client or customer requirements. A primary responsibility of this position is to work closely with the Prime Contractor’s Senior Program Manager in execution of this contract providing IT support, technology elements, and data migration between data centers and the cloud to the Department of Justice (DoJ). Plan and implement actions by the program/project team to define and implement technical baseline and meet quality requirements for project/program products and services. The ideal candidate will possess a robust blend of educational background and extensive experience in the field, coupled with an active Department of Justice (DoJ) clearance or ability to obtain one quickly, to effectively oversee project teams, manage resources, and act as a primary point of contact for customers.

Key Responsibilities:

  • Oversee the implementation of assigned contracts, ensuring that all aspects of the project or program are executed in accordance with organizational standards and contractual obligations.

  • Develop and implement comprehensive plans to coordinate and manage the actions taken by the organization to secure and execute specific pieces of business, whether through competitive or non-competitive processes.

  • Work with the Prime Contractor senior Program Manager in all aspects of project or program execution.

  • Integrate various organizational functions and activities to establish and maintain the technical baseline of the project or program.

  • Ensure the quality of project or program products and services by planning and implementing necessary actions to meet predefined quality requirements.

  • Direct and mentor project team personnel, fostering a collaborative and efficient work environment.

  • Manage project cost and schedule, applying rigorous control measures to maintain budget integrity and timely delivery of project milestones.

  • Ensure strict contract compliance, proactively addressing potential issues and implementing corrective actions as needed.

  • Serve as the primary Red River interface for customers, building and maintaining strong professional relationships and ensuring customer satisfaction through effective communication and problem resolution.

Education and Experience:

  • Bachelor’s degree with a minimum of 15 years of related experience, Master’s degree with 13 years of related experience, or a PhD or JD with at least four years of related experience.

  • A strong track record of successful program/project management in a government contracting environment.

  • Proven ability to lead multidisciplinary teams and manage complex projects.

  • Experience in managing contracts, including familiarity with the Federal Acquisition Regulation (FAR) and other relevant regulations and standards.

  • Experience managing programs at the DoJ or similar agencies.

  • Active Department of Justice (DoJ) clearance is required.

  • Remote support to the program, though on-site meetings with other team members and with customers are required.

  • This position requires travel up to 25% of the time, more heavily during the base period with reduced travel anticipated in option periods.

Required Skills and Abilities:

  • Exceptional leadership and organizational skills, with the ability to motivate and guide teams towards achieving strategic objectives.

  • Strong analytical and problem-solving skills, with a keen attention to detail.

  • Excellent communication and interpersonal skills, with the capacity to engage effectively with team members, stakeholders, and customers at all levels.

  • Proficiency in project management tools and methodologies, as well as in Microsoft Office Suite or equivalent software.

  • Ability to work under pressure and manage multiple priorities in a dynamic and complex environment.

Desired Skills and Abilities:

  • Understanding of and experience with storage systems and data migration projects, between data centers as well as into the cloud.

  • Experience supporting data center moves and migrations.

  • Previous experience working with Veeam and Varonis is a plus.
