Department of Environmental Quality Accounts Receivable Manager in Richmond, Virginia

The Department of Environmental Quality's Office of Financial Management seeks a qualified professional to manage the accounts receivables unit within DEQ to ensure compliance with the State Comptroller, agency requirements, and proper control and accountability of agency resources. The successful candidate will monitor, review, and evaluate source documents and automated accounting system records and reports, and implement changes regarding internal processes or procedures as necessary.

Minimum Qualifications

  • Working knowledge of generally accepted accounting principles and governmental functions and operations.
  • Demonstrated understanding of complex federal and state guidelines pertaining to accounts receivable accounting.
  • Ability to plan and direct the work of staff, to adapt and apply accounting principles and methods to a variety of agency needs.
  • Demonstrated ability to assemble, analyze, and prepare reports covering complex financial data.
  • Demonstrated ability to communicate and work effectively with management and staff, auditors, central agency representatives and other officials.
  • Skill in the use of automated accounting systems; Oracle data base software/relational data base use; application of microcomputer spreadsheet software.
  • Demonstrated knowledge of leadership and management competencies, including but not limited to self-awareness, employee development, strategic thinking; and ability to cultivate work relationships, understand the business, achieves results, communicate proficiently, and apply technical skills.

Additional Considerations

  • Training in use of Cardinal, Oracle and related systems.
  • Experience with change management and system implementation.
  • Extensive knowledge of Virginia receivables laws and regulations.
  • Supervisory experience
  • Knowledge of DEQ Leadership and Management Competencies: demonstrates self-awareness, develops others, thinks strategically, and cultivates work relationships; and understands the business, achieves results, communicates proficiently, and applies technical skills.
