Job Description

-Influences policy and sets direction across organization in area of expertise. Uses innovative ideas to enhance business results.

-Identifies issues, develops solutions, and manages implementation of PNNL-wide projects. Exercises independent judgment in methods, techniques and evaluation criteria for obtaining results.

-Demonstrates the ability to build consensus across a broad spectrum of stakeholders and/or interest groups by articulating the strategic alignment of the organization. Exerts positive influence for the Laboratory's advantage in all circles.

-Responsible for the ultimate delivery and deployment of Contract services to the Research Directorate with assurance to state, federal, national law regulation statutes, and client specific requirements. Oversees deployed Directorate Contract team in the negotiating, structuring, and management of contractual documents that establish business relationships with vendors, customers and/or partners. Signature authority and accountability for protection of the organization's contractual posture and adherence to policy. Advises senior management of contractual rights and obligations and provides interpretation of terms and conditions. Assures qualified acquisition staff who deploy contact requirements to research projects.

-Significant ability to influence senior Research Management. Ability to understand Research Directorate strategies and objectives and translate them to contract service actions. Must possess excellent team building, leadership, and presentation skills. Must be able to effect and actively manage change

-Position requires the incumbent to set team priorities and manage multifaceted requirements independently.

-Responsible for planning, preparation, negotiation, submission and execution of all contract instruments normally used in obtaining goods and services required by the laboratory.

-Exercises independent judgment in methods, techniques and evaluation criteria for obtaining results. Recommendations have measurable long-term impact on the success of the Laboratory and sets precedent for future decisions.

-Provides leadership to Seamlessly integrates Compliance Requirements into the Customer Service Model and is able to navigate compliance without impact to Customer Service

Minimum Qualifications

-Bachelor's degree and 15+ years of relevant experience; OR, a Master's degree and 12+ years of relevant experience.

Preferred Qualifications

-Typical related management experience should include, initiating, planning, executing, controlling, and closing processes.
