ICF Project Manager Science, Innovation, and R&D in Reston, Virginia

Description

ICF is seeking an experienced Project/Program Manager to support a federal client focused on innovation and research and development (R&D). The Project/Program Manager will work alongside the Director to ensure exceptional delivery of programs for the Federal client. The Project/Program Manager will be responsible for the strategic coordination of tasks to optimize project delivery and advance diverse research programs that meet evolving scientific, economic, and societal challenges.

The ideal candidate will have demonstrated operational experience successfully managing the logistics, processes, communications, and coordination of large-scale federal programs. The Project/Program Manager is expected to provide high-level expertise across a broad range of subject matter areas, including technical and engineering services, training, events, marketing, and public relations.

Primary Responsibilities:

  • Assist the Program Director in providing leadership for large, complex programs.

  • Manage and track complex project plans/controls, budgets, schedule, teams, and other resources, including risk mitigation strategies.

  • Serve as the direct interface with federal client agency and senior program staff.

  • Oversee a team of technical experts.

  • Identify and allocate resources necessary to complete assigned tasks and subtasks.

  • Oversee a team of communication experts in developing marketing and communications materials and conducting outreach.

  • Collaborate with cross-functional teams to create, update, and maintain project management tools, Standard Operating Procedures, templates, training materials, and communications.

  • Develop key metrics to track success against program goals and objectives.

Minimum Qualifications:

  • Bachelor’s degree: master’s degree preferred

  • Demonstrated capability in managing multitask contracts of $50M+ 10+ years of project management experience, including 3+ years of experience managing large projects

  • Strong written and verbal communication skills

  • Knowledge of science, innovation, as well as research and development

  • Experience in establishing and managing key stakeholder relationships

Preferred Skills/Experience:

  • Project Management Professional (PMP) certification

  • Ability to provide a strategic perspective on projects that require an understanding of science, innovation, as well as research and development

  • Able to coordinate several projects simultaneously under pressure with very tight deadlines

  • Knowledge of federal science and research programs

  • Ability to translate complex concepts into tangible and functional products

  • Team and consensus-building skills

  • Dynamic facilitation skills

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$95,776.00 - $162,819.00
