General Summary

This is a unique dual-hatted role, where we are looking for that rare combination hunter (BD) and closer (Capture). Someone with hands on BD and Capture experience and success. Someone who can build and qualify a robust pipeline across selected agencies and accounts and someone who can close those opportunities by developing truly unique differentiation. The role requires a combination of re-competes and new business, but very heavy focus on new business generation. This is a special opportunity for the right individual who has the experience and drive to win large $50M-$250M new business pursuits. We are a rapidly growing company and looking to add like special talent to join us in our growth journey. Leads all capture activities during the proposal phase and post-submittal activities.

Essential Duties and Responsibilities:

  • Analyzes the draft RFP and/or Statement of Work to determine the needs of the customer; may conduct on-site observation and interviews.

  • Develops “Customer Intimacy” identifying key hot button challenges, innovation areas of interest.

  • Develops competitive intelligence re: the competitive field, solutions to counter potential competitor approaches/solutions.

  • Ability to develop teams to address RFP requirements including partners, major subcontractors, subcontractors, and vendors.

  • Gather data about existing services including staffing, equipment, materials, management systems, workflow, etc.

  • Identifies and defines resource requirements and costs associated with bid.

  • Capture activities and maintain the gathered information in the Business Development data systems.

  • Assess market conditions, pricing issues and the current competition on the program.

  • Interacts with other internal departments such as HR, Global Supply, Estimating / Pricing, and Contracts to develop win and price strategies.

  • Makes recommendations to the VP, Business Development on potential win probability.

  • Develops solution information and provides to team members for development of proposal.

  • Provides consultation and follow-up information to team members as requested.

  • Leads and assists with the preparation of supporting documentation for the proposal RFI’s and marketing presentations.

  • Performs other duties as assigned.

Knowledge, Experience and Skill Requirements:

  • Bachelor’s degree in Business Administration, Marketing or a related field preferred. Will consider experience in lieu of a degree.

  • At least ten (10) years of experience with proposals and capture managements, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.

  • CONUS, OCONUS, and international experience required.

  • A record of winning /capturing DoD BOS contracts over the last 5 – 10 years.

  • Excellent oral and written communication skills.

  • Demonstrated organizational and leadership skills.

  • Proficiency in Microsoft Office suite.

  • Strong interpersonal skills.

Physical, Environmental and Sensory Requirements:

  • Work environment is a typical office setting.

  • Physical demands include intermittent sitting, standing, and walking, and occasional bending, reaching, and lifting.

  • Limited exposure to elements such as heat, cold, noise, dust, dirt, chemicals, etc. but generally not to the point of being disagreeable.

  • Must be prepared to work out of the J & J Worldwide Service Reston VA or Franklin TN office on a daily weekday basis unless on travel.

  • Ability to travel 30 – 45% of the time.
