GE Vernova Tendering and Subcontracting Manager (M&E) in Remote, Taiwan

Job Description Summary

During the tender phase, you will be responsible for the development of the installation costs and manpower loading which form the subsequent budgets in execution. In the execution phase, you would lead the inquiry process from preparation to signature and execution follow-up of the different subcontracts required to realize the electromechanical installation of the GE scope of supply on the sites.

Roles and Responsibilities

During Tender Phase

  • Obtain all relevant information for consideration in the development of the M&E tender strategy and cost estimates

  • Clarify with Sales tender schedule, deadlines and tender specific conditions

  • Prepare and obtain approval of the tender strategy

  • Establish potential subcontractors list following bidder qualifying.

  • Obtain the technical scope data from Construction Engineering, or build a technical folder based on project specific documents or equivalent documents; Review the technical folder, clarify with Construction Engineering where necessary

  • Execution of the inquiry process and clarifications with bidders as required

  • Review of offers for compliance to scope and T&C’s

  • Perform cost estimates for installation subcontracts and M&E site staffing costs

During Execution Phase

  • Attend project kick-off meetings and regular project meetings as required

  • Evaluate and develop optimized execution strategies with Construction team

  • Establish the subcontracting schedule, in accordance with the project schedule.

  • Lead the meeting with project team for bidders’ shortlist selection, and subcontractor selection

  • Lead final negotiations with respect of GE integrity policy

  • Ensure that the latest EHS & Quality requirements are included in the subcontract documentation

  • Coordinate the signature with selected subcontractor and appropriate GE representatives

  • Record/Archive electronic copy of the signed contract, and inform functional groups, Finances in particular, for contract execution

  • Handover to Site Management

  • Support Site Management team during subcontract execution for all contractual or commercial aspects, such as claim mitigation or acceleration.

Required Qualifications

  • Bachelor’s Degree in Engineering from accredited universities or colleges;

  • Possess overall knowledge of the M&E package/works of Power Plant or any complex EPC project.

  • Understanding and knowledge on tools and procedures used within Power Plant e.g. PDM, Microsoft Project, NCR, Quality Measurement System & Tools.

  • Good communication skill and bilingual in English and Chinese.
