The Interceptor system is the sanitary sewer network of pipes, mains, and tunnels that intercept wastewater flow when it leaves one city and is conveyed through other cities enroute to one of the 9 wastewater reclamation/treatment facilities in the 7-County Metropolitan area. The interceptor system consists of 635 miles of gravity mains, force mains, and siphons; 230 billing and performance meters; and 60 lift stations. The interceptor system serves 2.8 million people from 111 communities.
Interceptor Services is made of 3 interrelated and distinct divisions - Operations, Engineering, and Construction.
How your work would contribute to our organization and the Twin Cities region:
The Assistant Manager of Interceptor Meter & Alarm will ensure the integrity and reliability of the MCES Wastewater Flow Meter system by managing resources that support the system including flow meter data analysis, data management, preventive and corrective maintenance prioritization, and coordination; flow meter system improvements; inflow/infiltration program support; and temporary metering program management. The person in this role will provide flow metering expertise to internal and external customers, resolve critical meter issues, and provide redundancy to the flow meter data analysis functions.
What you would do in this job
Ensure accuracy and integrity of MCES flow meter data and manage the Metering and Alarm Flow meter database. Analyze and correct flow meter data. Respond to customer inquiries, and provide feedback. Work with external community customers to notify them of flow meter abnormalities and investigate operational issues. Complete data requests for internal staff, communities, and contractors for meter studies, planning, meter design, capital projects, and budgeting.
Ensure quality assurance for 200+ MCES Interceptor Service wastewater flow meters, set maintenance priorities, plan resources, manage meter crew, focus on problem meters to resolve issues, and minimize data and community billing issues.
Provide work direction and management of Metering and Alarm staff including Dispatch, Data Analyst, and GSOC locators, and provide leadership on Interceptor Services programs, teams, and initiatives.
Develop flow meter standard operating procedures and staff training. Perform presentations for internal and external flow metering customers and stakeholders.
What education and experience are required for this job (minimum qualifications)
Any of the following combinations of professional experience working with wastewater flow metering and flow meter data analysisANDcompleted education in Environmental Science, Civil Engineering, Mathematics, Physics, or closely related field.
High school diploma/GED with nine (9) years of experienceincludingtwo (2) years of experience in management, or supervision.
Associate degree with seven (7) years of experience,including two (2) years of experience in management, or supervision.
Bachelor’s degree or higher with five (5) years of experience, includingtwo (2) years of experience in management, or supervision.
What additional skills and experience would be helpful in this job (desired qualifications):
Three (3) or more years of supervisory, lead, or managerial experience directly related to managing and leading field crews in a wastewater treatment facility or wastewater collection system or a related field.
Computer skills with MS Office Suite.
Demonstrable experience using computerized maintenance management systems such as WAM.
Demonstrable experience with Supervisory Control and Data Acquisition systems (SCADA).
Knowledge of Federal and State regulations (USEPA, MNPCA, OSHA, etc.) as they pertain to sanitary sewer collection systems.
Demonstrable experience with collection system inspections, evaluation methods, and procedures.
Demonstrable ability and experience in reading and understanding construction documents.
What knowledge, skills, and abilities you should have within the first six months on the job:
Knowledge of open channel and closed conduit flow meters and how flow is measured in different types of flow meters.
Knowledge of hydraulic principles and impacts on wastewater flow meter performance.
Knowledge of wastewater flow conveyance.
Knowledge of Inflow/Infiltration, how it occurs, and the impact on the wastewater system.
Knowledge of data analysis methodologies.
Skilled in data analysis and use of data analysis tools: MS Excel, FlowLink, Business Objects, and Oracle query tools.
Skilled in reading, analyzing, and interpreting technical drawings and plans.
Skilled in verbal and written communication.
Ability to think critically and problem-solve.
Ability to set priorities that reflect business goals.
Ability to work with others in a cooperative team environment and organize group and individual work activities.
Ability to collaborate effectively with external customers.
Ability to promote teamwork and to lead and motivate teams to achieve program outcomes.

Full Salary Range: $40.86 -$61.67 Hourly/ $84,989 - $128,274 annually
Work Environment: The majority of work is performed in a standard office setting. This will require some time spent in the field at meter and construction sites.

Work is generally performed in a standard office setting. May require travel between the primary work site to other sites. The environment may be hot, cold, odorous, and/or dirty, or dusty. Occasionally may be required to work evenings and weekends.

Occasionally requires field inspection, ladder, and stair climbing, and walking. Appropriate safety equipment must be used. Some positions require working outdoors in inclement weather, swimming, and the ability to push, shove, and lift.
