About the Position: This is a TERM position not to exceed (NTE) 13 months. Term appointments may be extended up to a maximum of 6 years. Responsibilities Serve as budget analyst for the organization executing of Operations and Maintenance (OMA) Army Working Capital Fund (AWCF) requirements. Oversee funding mechanisms throughout the complete Planning, Programming, Budgeting and Execution (PPBE) cycle to ensure proper integration, data integrity and consistency in presentation. Prepare and present appropriate consolidated, and/or special budget data for management review and decision support. Provide expert advice to program and financial management officials. Develop, prepare and maintain major program input for briefings, speeches, testimony, or presentation. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) Analyze and review budget estimates; 2) Evaluate budget execution and make recommendations; 3) Prepare financial reports using accounting software such as: General Fund Expertise Business System (GFEBS) to execute annual budgets and expenditures; 4) Interpret budget/financial regulations, AND 5) Advise management on budget requirements and impact on program operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Budget Formulation, Justification, and Presentation Concepts, Policies, and Principles of Budget Financial Management Analysis Oral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
