Position Overview: The HR Manager performs highly responsible duties managing assigned operations and personnel of the HR department to include talent management, organizational culture, employee & labor relations. The HR Manager acts as compliance manager to ensure the organization adheres to legal standards and in-house policies as well as providing guidance on compliance matters including responding to requests made under the Minnesota Government Data Practices Act (MGDPA). The HR Manager plans, develops, and implements personnel record retention and performance management systems. The HR Manager supervises assigned HR staff. Knowledge, Skills, and Abilities: Knowledge of: human resources policies, programs and practices; management of functional areas of administration; current principles and practice of human resources management including labor/ employee relations. Ability to: plan, evaluate, and control programs and functions; analyze technical problems and develop applied techniques for their solution; negotiate, mediate and identify creative solutions for problem solving and effectively work with individuals who have conflicting interests or competing priorities; train personnel, direct their work and administer the application of technical practices and procedures; effectively coordinate and administer the human resources activities in public sector organization; establish and maintain effective working relationships with department heads, public officials, employees, employee organizations and the general public; provide leadership to staff; analyze departmental staffing requirements and structuring of required programs; promote the county as a desirable employer; research and conduct studies which may include evaluating and analyzing numerical, statistical and financial data. Skill in: use of computers and HR technology including payroll/ human resource system and learning management system operations; negotiating with both internal and external groups, to resolve difficult issues without damaging relationships, to find common interests and to settle disputes amicably; conducting workplace investigations; interpersonal communication including public speaking, presenting and interacting with composure, professionalism and discretion. Compensation County employees receive generous compensation and benefits. The HR Manager is compensated at salary grade 117 (full range: $89,315 - $138,424, annually); the anticipated hiring range is $89,315-$93,766, annually. The County's comprehensive benefit package includes medical and dental insurance, health savings account, employer paid life insurance, short and long-term disability insurance, pre-tax flexible spending accounts, retirement plan, tax-deferred compensation, generous vacation and sick leave and 13 paid holidays per year.
