Job Description:

The NCMMIS program built and operates the NC Tracks system, a multi-payer claims adjudication system for the State of North Carolina, and is the Medicaid fiscal agent for NC DHHS.

This position is a senior leader for the NCMMIS program responsible for ensuring the successful operation of the program to meet customer objectives, achieve monthly service level commitments to the customer, adapt the program to meet the evolving needs of the customer through collaboration with customer executives using the contractual change management process, and handle performance escalations from program stakeholders.

This position is responsible for the financial performance of the areas of the program reporting to the position taking an active role in planning, budgeting, forecasting, and optimizing the financial performance of the program.

This position requires fourteen or more years of related experience.

Skills and Core Competencies

1. Leadership and Management Skills:

  • Proven experience in managing large teams, preferably on a Medicaid program.

  • Ability to inspire and motivate a mature and high-performing team.

  • Strong decision-making capabilities.

  • Experience in conflict resolution and negotiation.

2. Technical Skills:

  • Understanding of software development life cycles (SDLC) including Waterfall and Agile in a government context

  • Familiarity with project management methodologies (PMP, Agile, Scrum, etc.).

  • Familiarity with current technologies including Cloud based database management and architecture.

  • Familiarity with modern development languages and frameworks, including Java, Python, JavaScript etc.

3. Customer Service Skills:

  • Excellent communication and interpersonal skills.

  • Experience in building and managing client relationships as a trusted advisor.

  • Ability to understand and translate customer business needs into software solutions.

4. Strategic Thinking:

  • Ability to align software solutions with business objectives.

  • Experience in strategic planning and execution.

  • Understanding of market trends and ability to implement best practices.

5. Project Management Skills:

  • Proven experience in project management, preferably with a PMP certification.

  • Ability to manage multiple projects simultaneously, including a mix of fixed price and R&M projects.

  • Proficiency in project management tools, including MS Project and MS Excel

6. Problem-Solving Skills:

  • Strong analytical and critical thinking skills.

  • Ability to troubleshoot and resolve technical issues.

  • Experience in risk management.

7. Educational Background:

  • A masters degree, or equivalent combination of education and experience in Computer Science, Information Technology, or a related field.

  • Certifications in project management, such as PMP.
