UnitedHealth Group Senior Director, Optum Behavioral Care National Markets - Multiple Locations or Telecommute in Raleigh, North Carolina

The Senior Director, OptumBehavioral Care National Markets will have accountability for the performance of all operations and deliverables in specific markets where OBC delivers services. Optum Behavioral Care seeks to deliver a high-value and efficient behavioral health system that can be scaled nationally, and the company will grow rapidly over the next 5 years. The OBC behavioral health system will be built through strategic partnerships with innovative providers and service platforms, many that are new entrants and currently venture-backed. To evaluate partners and develop the care delivery system, in the first two years, OBC will launch pilot demonstrations in approximately 12 markets nationally. From these pilot demonstrations, OBC will build and scale the premier national behavioral health system for health systems, payers, state programs, and beyond.

The Senior Director is responsible for designing the market strategy and executing the operational plan to deliver the high-value behavioral health system in specific markets. In the first two years, the GM will design and execute the pilot demonstrations in 3-4 markets. Working with the OBC Chief Operating Officer (COO), they will develop a plan for outcome measurement and evaluation within each pilot demonstration and will be responsible for all deliverables, including managing the local P&L. Long term, the Senior Director will help scale the OBC high-value behavioral health system regionally. Within each market, they will coordinate day-to-day operations to achieve goals and ensure smooth and efficient functioning. They will serve as the primary point of contact for market partners and interact closely with market stakeholders to ensure delivery of timely and effective care. They will measure progress according to clinical standards and cost outcomes, and work with the COO to intervene if issues related to quality are identified.

The OBC Senior Director must have a strong background in implementing and operationalizing strategic priorities, and have a structured approach to executing on multiple projects and workstreams. Within each market, they should have an ability to translate from the OBC vision and strategy into operational components. They should have robust experience with project planning and management, and be able to lead a team of project managers for pilots and long-term deployment of behavioral health services. The OBC Senior Director must work collaboratively within the OBC team, with Optum Behavioral Health and across UHG, bringing together resources and stakeholders to contribute to the success of OBC.

PrimaryResponsibilities:

  • Create and execute a structured plan for implementingand scaling the OBC high-value and efficient behavioral health system in multiple marketsnationally

  • Coordinate day-to-day operationin all departments to achieve goals and ensure smooth and efficientfunctioning of OBC within the markets

  • Manage and deliver financialresults within assigned markets, including management of capital forassigned markets

  • Serve as the primary point ofcontact for key stakeholders within each market to ensure the timely andeffective delivery of care

  • Conduct analyses, review reports,and track any trends related to health care quality, cost and other keyclinical processes

  • Demonstrate effective, adaptiveleadership style that promotes innovation and accountability, andestablishes work priorities

  • Identify and implement processimprovements, delivering better outcomes aligned to the market and OBCstrategy

  • Managepartners and providers in local markets to maximize financial andoperational performance according to OBC key performance indicators

  • Workeffectively with other business and support units across UHG. The work of OBC must be deeplyintegrated with other businesses, initiatives and resources across UHG

  • Developand lead a team to efficiently operationalize and execute the OBC strategywithin multiple markets nationally

Required Qualifications:

  • Undergraduate education required, advanceddegree (MBA or similar) preferred

  • 5+ years of relevant industry experience

  • 2+ years experience in behavioral health andknowledge of the behavioral health system

  • Prior experience accomplishing work in amatrixed environment

  • Exceptional dataanalysis and report writing capability

  • Exceptional detail-oriented and organizationalskills

  • Exceptional collaboration and influence skills

  • Ability to motivate and drive results inhighly ambiguous settings

  • Experience managing projects with a value of $500,000or more and prior experience leading teams

Preferred Qualifications:

  • Formal project management certification/trainingstrongly preferred

  • Prior experiencemanaging a P&L and/or budget preferred
