Job Description:

We are seeking an experienced HSE in Design engineer to join our dynamic team. In this role you will have the opportunity to apply your knowledge and experience to provide process safety leadership across the Life Sciences industry (Pharmaceutical, API, biotechnology, chemical synthesis), with a focus on Hazard Identification and Mitigation, Process Hazard Analysis, Process Safety Information during Conceptual, Basic and Detailed Design of Projects.

Team Leadership

• Provide leadership, mentorship, and guidance to a team of engineers and designers.

• Foster a collaborative and innovative work environment to drive the team's success.

• Set clear objectives, delegate tasks, monitor progress, identify potential roadblocks, and proactively implement corrective actions to assure project milestones are met.

• Develop project plans, allocate resources effectively, and develops/manage project budgets to assure successful project execution.

• Collaborate with cross-functional teams of Engineering, Construction, Procurement, Contracts and others to align design objectives and project requirements.

Technical Expertise

• Provides process safety leadership and education well targeted to risk reduction, prevention of process safety events, and compliance

• Standardizes, establishes and optimizes efficacy of the entire Process Hazard Analysis process across the Life Sciences business segment.

• Manage Process Hazard Analysis activities for projects to ensure effective PHA scoping, resources, and adequate safeguards are in place to meet project risk tolerability.

• Knowledgeable of various Process Hazard Analysis, hazard identification, and mitigation methodologies and best application/ fit to purpose per the project operations and needs.

• Preparation of the following HSE deliverables:

  • HSE management Plan

  • HSE Specifications/Implementation Plan

  • Design HSE/Protection Philosophies

  • Specifications for Protective Systems

  • HSE Critical Elements Identification and Performance Standards

  • ALARP Demonstration Report

  • Sustainability Plan

• Challenge and provide feedback to Client/Project leadership, operations, engineering, etc. to develop and implement better solutions to mitigate potential process safety hazards.

• Assist in the interpretation of national and local Process Safety Regulatory/Code requirements, including PSM and/or RPM applicability for the projects. Assist in the assessment or review of the regulatory and permitting process.

• Identifies areas of concern during the design process and coordinates with engineering disciplines for implementation of solutions during design.

• Provides support, mentorship, and guidance to project teams to keep abreast of the latest process safety trends, technologies, emerging issues, and new and improved management systems

• Articulates the basic process safety management regulatory requirements

• Identifies industry-leading “Recognized and Generally Accepted Good Engineering Practices” (RAGAGEP) and drives their adoption and implementation regionally.

• Monitors and interprets legislative and regulatory proposals and changes on issues involving process safety and environmental requirements.

• Utilize training and/or educational opportunities to ensure that he/she is totally conversant and knowledgeable in process safety and assigned areas of focus, from an operational, tactical, regulatory, and legal basis and shares that expertise with Fluor personnel as appropriate.

• Typical Travel is approximately 30%.
