Department Summary:

The Internal revenue Service (IRS) IT Transformation Department (P822) is seeking a motivated and creative Cloud Architect Leader with both technical and functional experience relevant to our department work programs. P822 provides cloud architecture and engineering expertise primarily to the IRS, and as directed, to other federal agencies under the FFRDC Center for Government Effectiveness and Modernization (CGEM). Our Cloud Architects support the IRS in navigating and implementing the full gamut of cloud adoption activities, including conceptualization, design, development and operations. We help our sponsors solve critical cloud infrastructure and service delivery challenges while serving as their thought leader and trusted advisor.

Roles and Responsibilities:

  • Design and implement a robust governance framework for operating and maintaining hybrid and multi-cloud environments

  • Design and develop a Cloud Financial Operations (FinOps) practice within a cloud ecosystem to optimize said ecosystem

  • Integrate Technology Business Management (TBM) and FinOps practices

  • Conduct technical analyses on cloud services to determine the value proposition of adopting and enabling such services

  • Support development of cloud strategies, concepts of operation, workforce enablement approaches and organizational design

  • Provide technical leadership and mentorship

    Basic Qualifications:

  • Requires a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience

  • Demonstrated expertise in cloud technologies and services

  • Demonstrated expertise in designing and implementing a Cloud FinOps Practice and integration with TBM framework

  • Demonstrated knowledge of FinOps and TBM tools

  • Keen analytical insight with the ability to create and communicate feasible recommendations to the sponsor across cloud adoption activities, including application migration

  • Self-motivated, curious, and collaborative, with a passion to learn new technologies and develop new skills

  • Ability to obtain an IRS Suitability (Minimum Background Investigation)

  • This position requires a minimum of 50% hybrid on-site

    Preferred Qualifications:

  • Experience with IRS cloud technologies and services

  • Experience with IRS Enterprise Operations (EOps) organizational structure and current cloud ecosystem

  • Established relationships with the FinOps community, including participation in the FinOps Foundation local and national activities

  • Understanding of TBM Information Technology Towers and Cost Pools and relationship to FinOps practices

  • Active IRS Clearance (Minimum Background Investigation)
