The Division of Facilities Management - Southern Division

The Division of Facilities Management exists to plan, design, construct, operate, maintain and manage the Colorado Department of Human Services (CDHS) facilities and campuses according to all applicable standards in a manner that promotes the CDHS mission of providing a safe, sanitary and effective environment for clients, youth, residents, consumers and staff and enhances the quality of life in CDHS facilities and campuses.

Facilities served: Colorado Mental Health Hospital in Pueblo (CMHHIP), Department of Corrections (DOC) facilities in Pueblo, Pueblo Regional Center (PRC), Division of Youth Services (DYS) - (Zeb Pike, Spring Creek and Pueblo) and the Veteran’s Community Living Centers in the southern district. Total Facilities are approximately 2 million sq. ft. at multiple sites in over 110 buildings.

This unit exists to maintain facilities and support systems, assure that the facilities and support systems are maintained according to all applicable regulatory standards, and provide a safe sanitary environment for clients and staff. Meet the facilities needs of the Department of Human Services Southern Region customers. Manage available resources to provide a physical environment at the highest quality possible.

To provide technical expertise and support in the design, installation, operation, and repair of highly sophisticated electronic systems. Design and implement new systems to update antiquated electronic systems. Upgrade and repair highly complex emergency alarms, electronic door locks, fire alarm systems, programmable control systems, building automation systems, emergency power generation systems, building communication systems, variable speed motor controls, radio paging systems, building security control systems, closed circuit television security systems, computer systems and other computerized systems. Trains staff on uses and operation of electronic systems.

Position is directly responsible to maintain, construct, install, troubleshoot, repair all electronic systems services which provide services to the DHS, DYC, PRC and DOC facilities. This position exists to provide technical expertise and support in the design, installation, operation, and repair of highly sophisticated electronic systems. Design and implement new systems to update antiquated electronic systems. Upgrade and repair highly complex emergency alarms, electronic door locks, fire alarm systems, programmable control systems, building automation control systems, emergency power generation systems, building communication systems, variable speed motor controls, radio paging systems, building security control systems, closed circuit television security systems, computer systems, and computerized dispensing systems. Trains staff on uses and operation of electronic systems.

Duties:

  • Maintain, troubleshoot, repair and install all electronic equipment in compliance with manufacturer's recommendations department, Joint Commission, and ACA standards.

  • Including both hardware, software and cabling to include fiber-optic cable for, electronic security door locks and control, security perimeter fence alarm systems, emergency duress alarm systems, fire alarm systems, programmable logic control systems, building heating/cooling and automation control systems, emergency power generation and automatic transfer control systems, building intercom/paging and communication systems, variable speed motor controls, radio paging systems, building security control systems, closed circuit television and recording security systems, MATV CATV television distribution systems, computer systems including voice and data wiring systems, computerized dispensing systems.

  • Trains staff on uses and operations of electronic safety and security systems.

  • Monitor, Install, maintain, troubleshoot and repair building automation controls and systems to ensure the proper operation of air conditioning, and refrigeration equipment.

  • These controls include, but not limited to, electric, pneumatic, and Direct Digital Control (DDC).

  • Making sure that the job is performed in a journeyman-like professional manner.

  • Design, specify and evaluate electronic equipment used for safety and security of our customers' care environments. To include estimates of material list and ordering of parts required for installation of equipment. Coordinate work with other departments to troubleshoot, maintain and repair equipment that is controlled by electronic controlled systems.

  • Equipment includes but not limited to electronic based kitchen equipment, HVAC/R, VFD, water softeners, fire and smoke control systems in the air handling, duct and exhaust systems to include engineered smoke control systems that are communicating with DHS DFM fire alarm control parameters while conforming to all provisions of regulatory codes.

  • Additional duties other than those normally required by this position.

  • Duties may be performed at several different sites requiring driving of State vehicles from site to site.

  • Snow Removal

  • Performs other duties as assigned.

    This is a full-time, in-person, essential position. Shift work may be required. Must be available for and respond to call backs to perform essential and/or emergency services of the agency in a timely manner.

    Essential Positions. Positions that perform essential law enforcement, highway maintenance, and other support services directly necessary for the health, safety, and welfare of patients, residents, and inmates of state institutions or state facilities. Employees in essential positions can be only FLSA non exempt and can be required to work unexpected or unusual work hours to perform the essential and/or emergency services of the department without delay and/or without interruption.

    Call Back applies when an eligible employee is required to report to work before the start or after the end of a scheduled shift.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

Applicants must have two years of experience repairing and troubleshooting 24VDC control systems/electronic equipment.

Substitutions:

Education that relates to this position will substitute for the required experience on a year-for-year basis. To utilize this substitution, you must attach a copy of your transcripts/apprenticeship to this job application. Your unofficial transcripts/certification of completion must include your name, college/school name, type of degree/certification received, and date the degree/certification was received/conferred.

Preferred Qualifications:

  • Knowledge and experience in installing, repairing, replacing, and troubleshooting a wide variety of electronic systems and equipment;

  • Knowledge and understanding of the theories, principles, and best practices of digital and analog electronic theory, telecommunications, and computer networks;

  • Knowledge and understanding of the theories, principles, and best practices of communication protocols such as IP/TCP/UDP/FTP;

  • Knowledge and understanding of fiber optic cabling handling, termination and splicing;

  • Knowledge and understanding of fiber optic transceivers and/or wireless transmitters, and repeaters;

  • Knowledge and understanding of electronics and control programming;

  • Knowledge and understanding of building automation systems

  • Excellent project management and work scheduling skills.

  • Ability to interpret and or create electronic schematics;

  • Familiarity with electrical work; ability to bend and install conduit, install boxes and terminate wiring.

  • Experience working with fire alarm systems. The exceptional candidate will have a NICET certification.

  • Fluency in MS Office Suite (Outlook, Word, Excel) and the ability to quickly learn new software.

  • The exceptional candidate will have 3+ years of experience working with Siemens Apogee building automation systems which includes installation, configuration and troubleshooting of control panels, FLN devices and Apogee Insight software on servers and workstations.

  • Must be willing to receive an annual influenza vaccination or provide a document for a medical exemption or a letter for religious exemption.

  • Must successfully pass a Tuberculosis (TB) test.

  • Must be available for call back to perform essential and/or emergency services without delay and/or without interruption..

  • Must be available for shift work. May be required to work various hours for coverage outside of normal business hours.

  • Use, Handling, or Exposure to hazardous materials – Explain: Proximity to moving, mechanical parts, Exposure to toxic or caustic chemicals., Exposure to electrical shock, and or working in high exposed places.
