Position Summary:

Under the direction of the Air Division Director, is responsible for agency participation in Ohio EPA's air quality monitoring network. Calibrates and ensures proper operation of agency continuous ambient air monitors such as Sulfur Dioxide, Ozone, and Continuous PM2.5 monitors along with preparation of calibration graphs and charts.  Follows all applicable air monitoring Standard Operating Procedures (SOPs).   Investigates air pollution complaints.   Carries out job duties in a manner that supports the Portsmouth City Health Department's mission, purpose and goals.

 

Essential Duties:

(30%)  Maintains quality control program of agency continuous air monitors which includes manual in-field quality control (QC) checks, multi-point verifications/calibrations, review of the actual ambient monitoring data on a daily basis and associated nightly and/or weekly precision, accuracy and zero "drift" and shelter temperatures outside method specifications.   Maintains inventory of continuous air monitoring equipment and spare parts. Equipment diagnosis and repair of malfunctioning monitors, and preventative maintenance. 

(30%) Pickup/Setup of PM10 and PM2.5 samples from intermittent particulate monitors per EPA Sampling Schedule and shipment of filters to the laboratory for analysis. Ensures proper handling and documentation of PM10 and PM2.5 samples and coordination of results.  Maintains inventory of intermittent equipment and spare parts. Responsible for the operation, maintenance, and calibration of PM2.5 and PM10 samplers.  Maintains quality control program which includes manual in-field flow verifications and calibrations.  Troubleshooting of any issues with intermittent air monitoring equipment. Reporting of missed samples via Corrective Action Form per SOP and Ohio EPA Guidance. 

(20%)  Ensures all ambient air monitoring calibration equipment is up to date, certified and operating properly.  Ensures Hobos temperature certifications used for PM2.5 shipping are up to date.   Ensures residence time and shelter temperature are conducted per Ohio EPA guidance.  Ensures documentation in each Site and Monitor logbook are complete and accurate per Ohio EPA guidance.  Reports details of  field activities to Director in daily Field Notes. 

(20%)  Investigates air pollution / open burning complaints. Investigation of any air monitoring exceedances.  Performs every 6 months Anti-Tampering fleet inspections and special air studies as needed. Assist in the participation of all Ohio EPA and US EPA Air Quality  Monitoring Audits and Quality Assurance programs.

 

*Other Duties & Responsibilities *

Assists in the coordination, response, monitoring and other emergency related activities such as air pollution episodes.   Attends technical conferences and meetings in regards to ambient air quality monitoring.  Remains informed of current developments and procedures pertinent to duties through training, workshops, in-services, etc.  This list is not all inclusive. 

 

Minimum Qualifications:

Associate's degree in Environmental Science, Engineering Technology, or related degree, or a High School diploma and a minimum of two years relevant work experience.   Proficient with Microsoft Office Applications,
