About the Position: Position may be filled as a Term Appointment NTE 3 years. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. Responsibilities Monitor the unloading, sorting, and temporary storage of hazardous cargo. Ensure proper actions are taken to protect the interest of the government and compliance by the Contractor with regard to contract provisions. Detect unsafe practices or other deficiencies found in loading or stowage and advise on ways to correct and expedite activities. Certify stevedore contract labor, the amount of cargo loaded/discharged and services rendered. Document the starting and ending of standby time, extra labor, and services performed under the contract/tariff provisions. Provide technical advice, guidance and instructions to nontechnical specialist concerning difficult assignments and problems encountered to assure successful execution of functions. Make on the spot decisions as to allocation of cargo to spaces other than shown on pre-stow plan due to information gained through receiving and shipping activities. Monitor the loading and discharging of vessels to ensure conformance to stowage, operational plans and terms of stevedore contract. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes (1) preparing preliminary cargo stowage plans, and/or (2) overseeing loading, stowage, and discharge operations to make certain that they conform to preliminary plans or authorizing necessary changes and preparing final plans. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. (Note: Transcripts required) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
