POSITION SUMMARY
The Foster care Recruitment & Licensing Specialist leads the matching process, conducts pre-service training and remains engaged with families through periodic home visits. The Foster Care Specialist markets, promotes, and networks to recruit foster homes, working with staff, and foster families to promote events. This position cultivates and maintains relationships with a variety of community organizations, groups and entities (e.g. businesses, faith-based organizations, civic groups, hospitals, schools) to aid with the recruitment of qualified and approved homes.
EDUCATION AND EXPERIENCE/QUALIFICATIONS
BA/BS degree in related field is required. The recruiter shall be an individual with foster care recruitment background and have strong knowledge of local communities in which they are recruiting.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Coordinates placement and matching of children with management team. This includes managing all related data, conducting meetings, interviewing potential children to be placed, working with area offices, foster parents, and clinicians to provide appropriate placement plans.
Manages recruitment and foster family data and systems
Conducts required pre-service training for foster parents and respite resources.
Conducts initial home study assessment and transfer assessments of prospective foster families
Conducts foster parent re-approvals and ongoing assessments in accordance with program protocols.
Conducts child specific recruitment as required by scope
Manages DCF Employee contract and related tasks.
Remains engaged with foster families through periodic home visits.
Promotes, markets, and advertises to recruit quality families for the program using varied venues and resources that target populations most likely to serve as qualified foster parents.
Promotes and attends recruitment events, informational and orientation sessions.
Assists with the development of promotional materials.
Networks and promotes foster care program in identified contract area, recruiting an adequate number of homes to respond to identified contract capacity
Partners with regional recruiters to promote regional events to recruit families.
Attends Wheeler recruitment meetings in addition to periodic community meetings, such as Chambers of Commerce, for reasons of community networking, public awareness and recruitment.
Continues to develop knowledge and understanding about the history, traditions, values, family systems, and artistic expression of groups served as well as uses appropriate methodological approaches, skills, and techniques that reflect an understanding of culture.
