Lutheran Immigration and Refugee Service Virtual RandP National Resource and Referral Manager in Pittsburgh, Pennsylvania

In April 2024, Global Refuge, in partnership with the Department of State's Bureau for Populations, Refugees, and Migration, will launch a new virtual case management program, the Virtual Reception and Placement (VRandP) program. This program will provide case management services to refugees and Special Immigrant Visa holders for the first 90 days after their arrival, providing Reception and Placement (RandP) services, virtually.

The National Resource and Referral Manager will provide oversight of the identification of resources and supportive services to support newly arriving refugees and Special Immigrant Visa recipients. The National Resource and Referral Manager will provide direction and supervision to Regional Resource Coordinators to support VRandP clients accessing local benefits and assistance and ensure onward referrals within the community such as to state-funded programs, ORR-funded Preferred Communities programs, Refugee Support Services, etc. The National Resource and Referral Manager reports to the Associate Director.

DUTIES

Hire, train, and lead the regional referral coordinators and ensure adequate staffing to meet all program objectives.

Develop standard operating procedures to ensure resources needed to support the day-to-day delivery of VRandP case management and referral services are streamlined and easily accessible to both staff and clients.

Ensure the regional coordinators work to equip the VRandP team with timely and accurate resources to support newly arriving refugees.

Cultivate new relationships with local, state, and national service providers, referral partners, and employment programs in close collaboration with the VRandP leadership team.

Develop outreach and training materials geared towards local community organizations and partners.

Develop an easy, efficie t way for VRandP staff to access information and resources that support the self-sufficiency of arriving refugee families.

Create a national strategy to ensure timely identification and connection to needed services.

Ensure timely provision of technical assistance to staff with questions relating to regional and local resources to support service delivery.

Alleviate concerns around VRandP clients accessing local benefits and assistance and ensure onward referrals within the community.

In close collaboration with the VRandP leadership team, ensure that newly arriving refugees are being served in a linguistically and culturally appropriate manner within the community and provide education and advocacy when necessary.

Put strong systems in place to ensure clients are firmly connected to ongoing services and support including state-funded programs, ORR-funded Preferred Communities program, Refugee Support Services, etc.

Work in collaboration with the VRandP leadership team to ensure there is shared knowledge and cohesion among the team.

Foster relationships with local government, donors, media, and community partners.

Serve as an advocate on behalf of refugees, immigrants, and other vulnerable populations in the local communities.

Conduct supervisions, and annual performance evaluations, and lead annual team goal setting.
