POSITION PURPOSE: The Senior Manager for the Low Barrier Shelter is responsible for overseeing the daily operations, strategic planning, and management of a low-barrier shelter for individuals experiencing homelessness. This role focuses on ensuring the shelter provides a safe, inclusive, and supportive environment while promoting the dignity and well-being of all guests. The Senior Manager works closely with staff, community partners, and stakeholders to address the needs of the shelter population and to improve service delivery.

WHAT YOU WILL DO:

Operational Leadership:

  • Oversee the day-to-day operations of the shelter, ensuring compliance with organizational policies, procedures, and regulations.

  • Develop and implement operational plans to enhance shelter efficiency, safety, and guest experience.

  • Ensure the shelter operates 24/7 with adequate staffing and resources.

Staff Management:

  • Lead, mentor, and supervise shelter staff.

  • Conduct regular performance evaluations and provide ongoing training and development opportunities.

  • Foster a positive work environment that encourages teamwork, communication, and professional growth.

Client Services:

  • Ensure the provision of low-barrier services, including shelter, meals, hygiene facilities, and case management, in a non-judgmental and respectful manner.

  • Implement harm reduction and trauma-informed care practices.

  • Work with staff to develop individualized plans for guests aimed at achieving stable housing and addressing barriers such as substance use, mental health, and unemployment.

Community and Stakeholder Engagement:

  • Build and maintain relationships with local service providers, government agencies, and community organizations.

  • Represent the shelter at community meetings and advocate for the needs of the shelter population.

  • Coordinate with outreach teams to ensure smooth intake and referrals.

Data Management and Reporting:

  • Oversee data collection, management, and reporting related to shelter operations, guest demographics, and service outcomes.

  • Prepare and submit regular reports to the Director of Homeless Services and other stakeholders.

Financial Management:

  • Develop and manage the shelter’s budget, ensuring efficient use of resources.

  • Identify opportunities for cost savings and resource optimization.

  • Assist in grant writing and fundraising efforts to secure additional funding for shelter operations.

Compliance and Safety:

  • Ensure compliance with all local, state, and federal regulations governing shelter operations.

  • Develop and implement safety protocols to protect staff, guests, and the facility.

  • Address and resolve any incidents or emergencies that arise in the shelter.

MINIMUM QUALIFICATIONS:

  • Master’s Degree in Human Services with 1 year as a manager/supervisor and 3 years’ experience working in human services or healthcare setting OR Bachelor Degree with 3 years as a manager/supervisor and 5 years’ experience working in human services or a healthcare setting.

  • Act 33/34/73 clearances

  • Pre-employment drug screen

  • Valid driver license

  • Ability to drive an organization vehicle

  • Must have experience with managing federal and county grants with prior administrative oversight of services to address the needs of the homeless population .

  • Strong understanding of low-barrier shelter models, harm reduction, and trauma-informed care.

  • Excellent leadership, communication, and interpersonal skills.

  • Experience with budget management and resource allocation.

  • Ability to work effectively with diverse populations and in a fast-paced environment.

  • Proficiency in data management and reporting tools.

  • Ability to handle sensitive and confidential information with discretion.

POSITION HIGHIGHTS/BENEFITS

  • WORK SCHEDULE: This is an Exempt (salary) position. Monday through Friday along with some non-traditional business hours may be required. Must be able to respond to emergencies as needed.
