POSITION SUMMARY

This position is in the Dep artment of Mobility and Infrastructure (DOMI) . The purpose of the position is to research, coordinate, and review transportation regulations, policies and initiatives on behalf of the Department of Mobility and Infrastructure for the City of Pittsburgh.

    Qualifying Requirements:

    Your City of Pittsburgh application will be reviewed, and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.

  • WORK EXPERIENCE: The application must clearly show two (2) years of full-time experience in urban planning, community development, public administration, economic development, transportation or a related field. (Less than full-time experience will be calculated on a pro-rated basis.)

  • EDUCATION/TRAINING: The application must clearly show a Bachelor's Degree from a fully accredited institution in Public Administration, Urban Planning, Public Policy, Business, Social Work or a related field. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

  • EQUIVALENCY: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is six (6) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

CIVIL SERVICE EXAMINATIONS

You must pass the written and/or performance examination(s) in order to have your name placed on the official Civil Service eligibility list for this position. POSITION DUTIES

  • Analyzes new or proposed legislation, regulations, and policies to determine impact on program operations and management. Makes appropriate recommendations relating to the implementation of such proposed legislation.

  • Analyzes and reviews policies and plans to emerge issues in transportation. Participates in the development of analytical and special reports. Collects, analyzes, and defines data requirements and specifications.

  • Assists the Assistant Director of Policy, Planning and Permitting with planning, coordinating events and activities both internally throughout the City, as well as externally to the general public through communications with news media, various constituencies, and municipal entities for the agency.

  • Interprets a wide range of policies; plans, develops, and coordinates special projects and programs, ensures that projects are carried out in a timely manner, and in accordance with established policies and procedures.

  • Conducts complex research, strategic planning, and fact-finding investigations. Analyzes, interprets, and documents projects. Identifies problems and specific issues in a particular area and recommends substantive solutions or alternatives. Provides program support and assists in conducting best practice research studies related to public financing programs.

  • Analyzes, reviews, summarizes, and drafts responses to public comments received in proposed regulations/legislation affecting DOMI.

  • Analyzes administrative audits and investigative reports to determine appropriate changes or corrective action required and prepares responses for management review.

  • Participates in writing correspondence, reports, publications and other documents to be provided to state and local officials, staff, citizens, other interested parties to meet legislatively mandated reporting requirements, or to respond to inquiries.

  • Keeps abreast of significant scheduled events that include U.S. DOT forums. Council and Congressional hearings and legislative activities. Assures that Department managers are provided with clear and concise analysis and interpretation of legislation. reports, testimony, statements, and hearings relevant to the Department's programs.

  • Produces written documents including regulations, legislation, testimonies, statement, letters

  • Assists in identifying and implementing Local, State, and Federal transportation legislation, regulations, policies and initiatives. Assists in preparing DOMI’s legislative program, which includes developing legislation to be proposed to local and state legislators.

  • Performs other related duties as assigned.
