Summary About the Position: Emergency Management Specialist responsibilities are at the District, Federal, State, Local, Tribal. And Territorial level for planning, training, exercising, executing and recovering from all hazards events. Act in support of Flood Control and Coastal Emergencies, National Emergency Preparedness Program and Department of Homeland Security Federal Emergency Management Agency operations through the Emergency Operations Center and/or District Contingency of Operations site. Responsibilities The following duties are at the full performance GS-11 level. Serve as Emergency Operations Center (EOC) and facility coordinator to provide a safe and comfortable environment for emergency operations personnel. Train Crisis Action Team (CAT) and Crisis Management Team (CMT) for emergency procedures. Process mission assignment changes to maintain 100% accountability for all personnel. Coordinate and provide Situation Reports (SITREPS) and briefing material related to the ongoing emergency operation. Act as Contracting Officer (COR) for Temporary Emergency Power, overseeing the USACE Advanced Contracting Initiative (ACI), which aids FEMA in addressing disaster and emergency situations nationwide. Oversee contract proposals, interpretation, funds requests, invoicing, execution, contractor performance monitoring, and closing. Advise and resolve any emergency power technical issues involving contractors. Make corrections to provide formal change proposals to support emergency operations. Maintain Contracts File System to ensure accuracy and compliance when undergoing FEMA, DOD, USACE audits. Determine equipment requirements, program funding, procurement, and maintenance of mission essential equipment. Monitor and coordinate communication, message control, and security activities with proper offices to determine resource needs and coordinate required logistical support. OR Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Emergency Management.
