Reference #: 4430828 THE POSITION Are you interested in a career within the field of accounting, which is dedicated to providing vital services for those in your community?  Join our team of passionate and hard-working individuals!  The Allegheny County Department of Human Services (DHS) is seeking a County Fiscal Officer 1 who possesses a strong working knowledge of human resource (HR) principles and practices, as well as payroll functions.  We are looking for self-starters who are able to adapt and work with minimal supervision.  Showcase your knowledge and experience in the field and apply with us today!

DESCRIPTION OF WORK

As a County Fiscal Officer 1, you will be responsible for preparing and analyzing HR compensation data and implementing processes for preparing, reviewing, and monitoring HR compensation reports for all HR needs within the DHS HR Bureau. You will utilize knowledge of principles and practices of public fiscal administration to analyze compensation equity and salary trends based upon state and government legislation (Fair Labor and Standards Act).  You will have the opportunity to collaborate with the HR Personnel Manager regarding union contract salaries, anniversary increases, and merit increases and track such information by utilizing HR and fiscal computer applications, spreadsheets, diagrams, ledgers, and journals.

You will have direct oversight over the HR Payroll Unit for all payroll related functions, including providing guidance, assistance, and training to Payroll Clerks in the Allegheny County Department of Human Services, which has a workforce of over 900 employees.  Additional specific duties include processing newly hired and terminated employees, supervising Fiscal Technicians, serving as a contact person for DHS payroll information, and assisting with and preparing correspondence, reports, and other materials as necessary for staff payroll and salary information.

Work Schedule and Additional Information: Full-time employment, 40 hours/week. Work hours are 8:30 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch. QUALIFICATIONS Minimum Experience and Training Requirements: Two years as a Fiscal Technician and six college credits in accounting; or Three years of accounting and/or budgetary experience and a business related associate's degree that includes six college credits in accounting;or One year of accounting and/or budgetary experience and a business-related bachelor's degree that includes six college credits in accounting; or Five years of bookkeeping experience and six college credits in accounting;or An equivalent combination of experience and training that includes or is supplemented by six college credits in accounting.
