Provides guidance on strategic and HR operational issues to management and develops new programs and initiatives to meet business needs. Researches, reviews, analyzes, and assesses the impact of alternatives and recommends business solutions to up-line management-partners with management to facilitate the delivery of HR services. Provides direction to improve organizational and/or employee effectiveness through successful talent management. May recruit, screen, and interview management/director candidates. Serve as an escalation point for employee issues or employee relations issues. Impartially investigates, assesses, and recommends resolution with company policies and mandated regulations. Manages projects, programs, administration, and communication-related to recruiting, employment, compensation, benefits, training, employee relations, HRIS, etc. Increases productivity through assessment, planning, prioritizing, and automation. Maintains ongoing communication regarding employee relations, Practice initiatives, and business priorities with Regional Dir HR. Responsible for directing and developing department personnel, capital, and operating budget as well as managing expenses within approved budget. Oversees and is responsible for driving ongoing initiatives that directly impact employee engagement in correlation with the employee engagement survey process. Represents HR function on the management team and is responsible for developing an HR agenda aligned with stated operational agenda(s). Builds, motivates, and binds together high-performance teams through hiring or developing in-house talent and providing them with a clear sense of direction as well as their individual responsibilities and personal objectives in achieving that vision. Ability to implement appropriate organizational structure, consistent with the organization's business objectives. Coaches and develop staff. Responsible for interviewing, recommending hires, assessing performance, recommending salary changes, and progressive discipline. --Enforces adherence to USON policies. Other duties as requested or assigned. Qualifications

MINIMUM QUALIFICATIONS: Bachelors degree in Human Resources or similar discipline and at least seven (7) years Human Resources work experience required. At least two (2) years project management or supervisory experience required. PHR or SPHR strongly preferred. Proficiency in Microsoft Office (Outlook, Excel, Word, and PowerPoint).
