Job Description/Essential Functions:

Horizon House, Inc. is a nationally recognized provider of services to adults with support needs due to developmental disabilities, behavioral health issues, and substance abuse.  With over 100 locations throughout Southeastern Pennsylvania and the state of Delaware, Horizon House provides services to a diverse population focusing on individual strength and choice. We are seeking a qualified Human Resource Manager to support our program expansion in the Philadelphia PA area. Responsibilities include the following:

Assuring sound employee relations practices by helping employees understand and consistently apply policies and procedures. Working closely with supervisors to ensure consistent policy application as it relates to corrective counseling, grievances, terminations, and affirmative action. Conducting recruitment efforts for all personnel, students, and temporary employees; ensuring appropriate staffing levels by sourcing qualified applicants; writing and placing advertisements. Routinely monitoring performance of new employees in conjunction with supervisors/managers.  Recommending and providing training and development programs to facilitate improved performance and retention. Maintaining compliance with federal and state regulations concerning employment. Recording and preparing information for local and federal reporting; maintains other records, reports, and logs to conform to agency policy and external regulations. Recommending new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.

Job Qualifications:

Successful candidate will have:

  • Relevant Bachelors degree and five (5) years experience in employment processes required and at least two years of supervisory experience.
  • Knowledge of employment laws, strong organizational and anticipatory skills with good follow-up necessary.
  • Excellent interpersonal and problem solving skills.
  • Good computer skills including Microsoft Office suite required.
  • PHR or SPHR preferred. Candidates must be available for travel between agency locations.
  •  Experience with human service and not-for-profit organizations strongly preferred.

SCOPE:

  •  Required sitting for long periods of time.
  •  Light lifting and or carrying, not to exceed 25 pounds.
  •  Frequent talking and listening.
  •  May be required to attend training to become a certified agency investigator. May conduct investigations and participate in the agency rotation of on-call investigators. This requires carrying a cell phone and responding to investigation hotline calls during on-call coverage.
