Innovative Emergency Management, Inc. Grants Compliance Specialist III in Philadelphia, Pennsylvania

Reference #: 2786 Position Summary: IEM is seeking a dedicated and detail-oriented, Full Time - Grants Compliance Specialist III (GCS III), to ensure the effective and compliant management of grants for IEM's State Broadband Program funded by BEAD and other stand and federal funds. The Grants Compliance Specialist I will be responsible for monitoring and ensuring adherence to federal regulations and reporting requirements related to the grant programs supporting broadband expansion in our state. Primary Location: Several possible states in which work will occur are Arizona, Pennsylvania, Nebraska, New Hampshire, Vermont, Massachusetts, Ohio, Oregon, and Kentucky however, more states may be added. To start up the project this will be a Remote and In Office role making it a Hybrid work schedule. In office days will be based on business needs and could range between 1 - 5 days a week. All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purposes of maintaining the Internet connection, if needed. Travel Requirements: This position may require travel to complete work assignments or attend meetings. Essential Functions: Develop and implement compliance processes and procedures for grant management in accordance with federal guidelines and requirements. Conduct regular reviews and audits of grant activities to ensure compliance with BEAD and Treasury CPF funding regulations. Provide guidance and training to grant recipients on compliance requirements and best practices. Monitor grant expenditures and activities to verify alignment with approved budgets and project plans. Collaborate with internal and external stakeholders to address compliance issues and mitigate risks. Prepare and submit accurate and timely reports to federal agencies on grant compliance and performance. Stay informed about changes in federal regulations and guidelines related to BEAD and Treasury CPF funds. Assist in the development of grant agreements, policies, and procedures to enhance compliance and accountability. Support program evaluation efforts to assess the impact of grant-funded projects on broadband accessibility and adoption. Participate in meetings and trainings to stay current on best practices in grant compliance and management. Minimum Qualifications: Five (5) year experience with Grants, preferably related to broadband consulting and/or broadband grant programs at the state or federal level. Bachelor's degree in a relevant field, such as Accounting, Finance, or Public Administration. Previous experience in grants compliance or management, preferably in a government or non-profit environment. Advance to Expert expertise/knowledge of federal grant regulations, especially broadband consulting and/or broadband grant programs at the state or federal level. Strong analytical skills and attention to detail to ensure accurate compliance monitoring and reporting. Excellent communication and interpersonal skills to collaborate with diverse stakeholders. Ability to work independently and prioritize tasks in a fast-paced environment. Familiarity with grant management software and tools is a plus. Commitment to upholding ethical standards and promoting transparency in grant administration.
