The Indo-Pacific Regional Operations Department (N254) with the US Indo-Pacific Command (USINDOPACOM) and the Military Service Components on-island to inform warfighter requirements and Concepts of Operation (CONOP), and provides Command, Control, Communications, Computers, and Intelligence (C4I) systems acquisition, engineering, and integration support to the Department of Defense (DOD) and U.S. Allies in the Pacific Theater. N254 is a dynamic and forward leaning organization that provides direct connections to warfighters. These direct connections allow staff to monitor and participate in current operations and exercises. A key output of this access is the ability to inform technology innovation and capability analysis with operational domain expertise. N254 operational depth and warfighter access has generated considerable expertise in the development and analysis of CONOPS, mission threads, use cases, and operational requirements. The Department establishes links between DoD sponsors and Coalition Partner development activities. N254 is on the cutting edge of current operations and is a major thought leader in force modernization.

Job Description:

The Indo-Pacific Regional Operations Department (N254) in the MITRE Joint and Services Center is seeking to fill a Task Leader position based within the US Army Pacific (USARPAC) Concepts and Experimentation Directorate at Fort Shafter, Hawaii. Qualified candidates will have a strong background in Department of Defense (DoD) Concepts and Experimentation activities (Concepts, Doctrine, Experimentation, and Test and Evaluation), model-based systems engineering, data science, and Modeling and Simulations (M&S). Qualified candidates will have a strong model-based systems engineering background with demonstrated technical experience in network architecture, data science, Army C4 systems, and Modeling and Simulations (M&S).

The selected candidate will support the development of the US Army Pacific’s comprehensive Concepts, Experimentation, Modernization, and Models & Simulations Analysis capabilities, including the deployment of the USARPAC Exercise and Experimentation Dashboard (UE2D) tool and integrated MITRE theater experimentation plan. Applying systems engineering principles, the candidate will integrate MITRE Data Science and analytical tools to inform Theater Army modernization activities and shape capability prioritization activities. The candidate will support cross-organization coordination between the Theater Army Concepts team and the larger integrated community of practice, to include the Army Futures Command (AFC) Futures and Concepts Center (FCC) and Combat Capability Development Command (DEVCOM) teams. This position requires onsite support with the sponsor in Honolulu, Hawaii and includes working in conjunction with a multi discipline MITRE team across the INDOPACOM and other Service Components.

Basic Qualifications:

  • Typically a Bachelor’s Degree in one of the following disciplines, Electrical, Computer or Systems Engineering, or similar technical field and 8 years related experience; or a Master’s and 5 years of related experience or a PhD with 3 years of related experience.

  • Knowledge of Army and Defense Concepts Development processes, Experimentation activities, and Test & Evaluation/Capability Development processes.

  • Perform system decomposition and detailed analysis of complex systems.

  • Knowledge and hands on experience using Model Based System Engineering tools and approaches to develop solutions for complex and technical requirements.

  • Active Secret Clearance with the ability to obtain and maintain a TS/SCI

Preferred Qualifications:

  • Army doctrine, plans, and have a strong communications and intelligence background.

  • Demonstrated capability to self-learn new technologies.

  • Strong written and verbal communication skills.

  • Possess and maintain an active DoD Top Secret/SCI security clearance.

  • Possess extensive experience with capabilities development and technology innovation activities, to include Joint and Army Cross Functional Team Development priorities, Defense Innovation Unit (DIU), and DARPA focus areas.

  • Working knowledge of Army Mission Command Information Systems (CPCE, AFATDS, JADOCS, AMDWS, TAIS)

  • Army Acquisition or Scientist experience

  • Experience documenting capabilities development systems using JCIDS standards.

  • Experience at an Army Service Component Command, Capability Development Integration Directorate (CDID), DEVCOM, or like innovation center.

  • Task or Project leadership experience.

    As part of MITRE’s Push to the Pacific initiative, employees hired to this requisition may be eligible to participate in a Hawaii Rotational Incentive program. For select positions with high demand and difficult to fill skill sets, MITRE is proud to offer selected staff the opportunity to receive a 15% lump sum payment each year, for up to 3 years, and an additional 5% upon relocation to a non-Hawaii based location at the conclusion of the rotation program. The above figures are based on current base salary upon selection to the Hawaii Rotational Rotation Program, less tax withholding and other applicable deductions.
