Amentum Theater Undersea Operations Assessment Cell Planner in Pearl Harbor, Hawaii

Amentum is seeking a dynamic and innovative Theater Undersea Operations Assessment Cell Planner to provide planning and analysis support to the Commander, Submarine Force, Pacific (CSP) Operations Directorate at Joint Base Pearl Harbor-Hickam, Hawaii.

  • Have the experience and knowledge to support the Theater Undersea Warfare Commander (TUSWC) during operations in the Third Fleet Area of Responsibility.

You will provide assistance to the Operations Directorate staff by coordinating with the rest of the planning team to monitor and assess activity throughout the planning cycle by developing assessing Measures of Performance (MOP) and Measures of Effectiveness (MOE) during Theater Undersea Warfare operations led by the CSP. You will provide analysis and planning support to the senior staff decision makers in the planning of exercises led CSP in its role as TUSWC.

Essential Responsibilities:

  • Assist during deliberate planning in the development of MOP and MOE.

  • Assist evaluating Courses of Action and Schemes of Maneuver against MOP/MOE and specified assessment criteria.

  • Assist the Maritime Operations Center team in the execution of operations by evaluating the overall effectiveness of ongoing operations.

  • Facilitate the operational approach of end state, objective(s), center(s) of gravity, and methodology to impact the center(s) of gravity, based on decisive points along lines of operations.

  • Develop conditions that must be achieved to recognize phase transition, shift operational priorities for the force, take advantage of opportunities, as well as countering unanticipated threats and maintain operational initiative.

  • Define specific and essential tasks, sequenced, and synchronized along Lines of Operation, allocated in time and space to specific subordinate force commanders and supporting commands/agencies/stakeholders.

  • Propose assumptions and undesired conditions: Identify the areas that the plan may not specifically address and anticipate decision points where the plan is uncertain.

  • Facilitate Risk Management by identifying the commander’s threshold for risk to force and risk to mission, and emerging or unplanned risks.

Minimum Requirements:

  • Bachelor's degree

  • At least 5 years of experience in undersea warfare such as submarine operations, Maritime Patrol and Reconnaissance, undersea surveillance, surface warfare anti-submarine warfare, intelligence in the undersea domain or oceanography.

  • At least 2 years of experience on a Task Force, Fleet or higher-level staff.

  • Experience with Operations Analysis or Operations Research.

  • Experience developing and presenting briefings to senior leaders.

  • Excellent oral and written communication skills.

  • Proficient at Microsoft Office applications (Word, Excel, PowerPoint).

  • Must have an active Top-Secret clearance and be SCI eligible. Note: US Citizenship is required to obtain a Top-Secret Clearance.

Preferred Qualifications:

  • At least 3 years of experience in the Indo-Pacific Area of Operations.

  • Experience supporting major exercises supporting undersea operations such as RIMPAC or VALIANT SHIELD or equivalent operations.

  • Experience on a TUSWC staff.

The salary range for this position is $145K to $165K (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
