Precise Systems, Inc. Foreign Military Sales Security Analyst in Patuxent River, United States

We are currently seeking a Foreign Military Sales (FMS) Security Analyst to support our H-60 Multi-Mission Helicopters Program Office (PMA-299) in Patuxent River, Maryland. The FMS Security Analyst must be familiar with Industrial Security (INDSEC) and supports the efforts and actions of the Case Manager/Program Managers/Team Lead for various Foreign Military Sales (FMS) programs. With other members of the Security Cooperation team, and under direction of the Case Manager/Program Manager/Team Lead, the FMS Security Analyst assists the Case Manager in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM) and the International Traffic in Arms Regulation (ITAR) as well as applicable DoD Acquisition policy guidance.

Functional Description: Supports the efforts and actions of the Case Manager/Program Managers/Team Lead for various Foreign Military Sales (FMS) programs. With other members of the Security Cooperation team, and under direction of the Case Manager/Program Manager/Team Lead, assists the Case Manager in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM) and the International Traffic in Arms Regulation (ITAR) as well as applicable DoD Acquisition policy guidance. In support of the above functions, a Secret clearance is required for the position. Security Clearance level

obtainable after assignment to position is acceptable. The Contractor will determine security level achievability prior to placement.

Responsibilities for this position include:

  • Collaborate with Program Security Manager (PSM), Contracting Officer Representative (COR), Technical Point of Contact (TPOC) & Integrated Product Team (IPT) Leads to determine security requirements for Statement of Work (SOW) and Draft DD Form 254s to be reviewed/certified by Contracting Officer Security Representative (COSR)

  • Utilize databases for Contract research (DTIC, NISS) Information Security (INFOSEC)

  • Collaborate with PSM & Technical SMEs to maintain, organize, track & update major PMA security documentation (Program Protection Plan (PPP), Security Classification Guides (SCG’s), OPSEC plans, Standard Operating Procedures (SOP) Technology Control Plans (TCP) Prepare for and assist, as necessary, in Inspector General (IG) visits/Security Assist Visit (SAV) checks

  • Review Public Release documents in support of PSM and Public Affairs Office (PAO)

  • Implement Controlled Unclassified Information (CUI) requirements across the PMA Review & edit relevant security

  • Contract Deliverable Requirement Lists (CDRL’s)

  • Become familiarized with the Foreign Visit Request (FVR) process

Training

  • Conduct Annual Security Refresher Training & Emergency procedures

  • Update information to provide for New Hire training – Conduct training/review as needed

  • Basic PMA employee training on what information sharing and activities require disclosure release, as well as IPT specific training for those with embedded CPP or PEP foreign nationals

  • Assist in other specialized trainings, as necessary

Personnel Security (PERSEC)

  • Verify clearances, access level and investigation dates for assigned government, contractor support and visitors to the program

  • Utilize DISS, BASICS II and CSS documents, as necessary, to provide information needed for visit request

Physical Security (PHYSEC)

  • Point of Contact (POC) for Classified Meetings SIPRnet Room Custodian (SECNet 54 & KSV-21) (Forms, Instructions, COMSEC Acknowledgement Forms)

  • Receipt and log all new materials, assign PMA tracking numbers & inventory in GSA approved containers

  • Prepare materials for shipment and hand-carrying

OPSEC

Assist with the implementation of the established OPSEC Program to include:

  • Establish/maintain program-level OPSEC and threat awareness training strategy & milestones Conduct OPSEC assessments/surveys

  • Ensure contract requirements properly reflect OPSEC

Minimum Education Requirement: Bachelor's Degree or allowable substitutions. Six years of additional work experience may be substituted for a Bachelor’s Degree or an Associate’s Degree plus 4 years of additional work experience may be substituted for a Bachelor’s Degree.

Minimum Experience Requirement: Three to ten years of experience is required.

Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
