SAIC Program Analyst in PATUXENT RIVER, Maryland

Description

SAIC is seeking a Program/Project Analyst (PMA-209 FMS) to support the US Navy and our Patuxent River, Maryland customer.

This position is hybrid-remote 2-3 days per week and requires onsite in California, MD. Open to candidates local to the Patuxent River area only.

This position requires a minimum of an Interim Secret clearance.

This analyst will be responsible for the following:

  • Oversees and manages the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management

  • Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.

  • Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients. Responsible for ensuring contract requirements and subcontractor responsibilities are being accomplished including working on the definition and implementation of project planning techniques to provide visibility on the contract.

  • Responsibilities may include developing budgets and schedules to meet contractual/project requirements for an assigned portion of a program, participating in and establishing and defining program plan requirements, and monitoring and reporting performance against plans to ensure that contractual, cost and schedule objectives are met. Analyzing requirements, status, budget, and schedules.

  • Performing management, technical, or business case analyses.

  • Collecting, completing, organizing, and interpreting data relating to project acquisition and product programs. Tracking program/project status and schedules.

  • Applying Government-instituted processes for preparing documentation for PIDs and PMT numbers, change control management and data management.

  • Conducting quantitative analysis. - Building and manipulates spreadsheets.

  • Providing financial and/or accounting support to the activity.

  • Assisting program/project personnel with financial tracking, spend plans, budget formulation, budget execution, financial data calls and overall financial support for multiple appropriations.

  • Reviewing and reconciling Common Spend Plan Tool (CSPT) data.

Qualifications

This position REQUIRES U.S. citizenship and, at minimum, an active DoD Interim Secret clearance.

EDUCATION AND EXPERIENCE REQUIRED:

  • Bachelor's Degree and three (3) years or more of related experience. Seven (7) years of relevant experience may be considered in lieu of a degree.

  • Two (2) years of professional experience in technical efforts supporting major weapon systems and components development required.

  • At least two (2) years of experience in program management, technical or business analysis discipline

  • Understanding of budget financial management, appropriation constraints and funds obligations/expenditure tracking is required.

  • Working knowledge of the Navy ERP and CSPT tools is required.

PREFFERED EXPERIENCE:

  • Experience processing program acquisition, funding and contract documentation for military programs is preferred.

  • Demonstrated experience in the program/project status and schedules is preferred.

  • Demonstrated knowledge of SECNAV, OPNAV and OSD policy is preferred.
