Guthrie VP, Govt & Comm Affairs - Legal - Full Time in PA, United States

Summary:

Under the direction of the Chief Legal Officer, advocates for Guthrie’s best interest by building and maintaining relationships with government (local, state, and federal) and community officials to influence public and economic development policy for the benefit of Guthrie. Represents the organization in all governmental affairs partnering with marketing/communications on any outward facing communications and development on grant opportunities. Serves as an executive facilitator internally and with external stakeholders. Provides analysis and recommendations to internal stakeholders on public policy changes and opportunities. Develops and implements a systemwide government affairs plan to advance Guthrie’s initiatives. Aligns strategic government related activities with organizational objectives. Identifies and anticipates emerging legislative and regulatory issues that may affect the organization or create changes in the healthcare landscape. Manages Guthrie’s relationships with external government affairs representatives. Working with subject matter experts, applies for government grants and funding sources to support organizational programs and events.

Experience:

  • Four years working in public health and policy, government affairs, healthcare administration, or other relevant experience.

  • Demonstrated understanding of local, state, and federal laws and governmental bodies impacting the healthcare industry.

  • Ability to communicate with all levels of management and staff effectively, including report writing skills.

  • Effective time management, flexibility, and prioritization with project management.

  • Proficient computer skills (Excel, Access, Word, PowerPoint).

  • Highly self-motivated individual who works well independently and is able to make decisions and follow through.

Education:

  • Bachelor's degree, BS or BA in a healthcare, administration, Public Health, Political Science, or related field.

  • Master’s degree in a healthcare or management discipline preferred.

Essential Functions:

  • Advocates for the organization's interests, building government and regional community economic development relationships, shaping public policy and initiatives that benefit the organization.

  • Integrates and coordinates external lobbying and government affairs efforts.

  • Serves as an executive facilitator internally and with external stakeholders.

  • Directly, and through external government affairs representatives, communicates Guthrie’s mission and experience to elected officials and governmental bodies, including preparing briefing materials and testimony for legislative hearings.

  • Develops and nurtures relationships with government officials, agencies, community organizations, and stakeholders.

  • Represents the organization's interests by communicating its stance on legislative and regulatory matters.

  • Monitors, assesses, and analyzes proposed and existing legislation, regulations, and policies and communicates potential impacts to internal stakeholders.

  • Provides insightful analysis and recommendations on policy positions.

  • Develops and implements advocacy strategies to influence government action and organizational decision-making.

  • Engages in outreach to legislators and their staff to educate them about the organization's priorities and positions.

  • Organizes and participates in meetings, conferences, and advocacy events.

  • Assists in the development of government affairs strategies, goals, and objectives.

  • Collaborates with cross-functional teams to align government relations efforts with organizational objectives as defined by organizational governance committee.

  • Prepares and submits required reports to government authorities in accordance with the law.

  • Identifies and anticipates emerging legislative and regulatory issues that may affect the organization.

  • Works with the public relations and communications team to manage public messaging and media relations related to government affairs.

  • Recommends proactive responses and mitigation strategies.

  • Initiates and supports successful achievement of government grants and funding sources to support organizational programs and events.

Other Duties:

  • Travel is frequently required within Guthrie region and sites. Occasional travel statewide in Pennsylvania and New York State.

  • Position requires regular attendance at community networking events that occur during traditional and non-traditional work hours.

  • Must be available and able to build relationships in market.
