Job Description

The Proposal Manager is expected to lead and guide proposal efforts. This includes proposal management oversight of all proposal activities in coordination with capture managers, including directing personnel, managing proposal schedules and deadlines, developing the proposal outline, compliance traceability matrix, developing volumes, written content, and monitoring the progress of the entire proposal lifecycle. This individual will also embrace and represent the SoarTech Core Values (Innovative, Honest, Customer Focused, Respectful, Integrity, and People) in all aspects of their duties and responsibilities.

Duties and Responsibilities

  • Manages and directs proposal efforts.

  • Participates in the development and review of proposal strategies and themes and develops a Proposal Management Plan.

  • Creates a proposal outline and uses it throughout the proposal development effort.

  • Analyzes the RFP requirements against the proposal outline to ensure compliance and responsiveness to the customer's issues and needs throughout the proposal development effort as well as business intelligence.

  • Develops kickoff briefings and leads kickoff meeting with proposal team, including subcontractors.

  • Develops responses to RFIs or Sources Sought requests.

  • Creates the proposal compliance matrix and tracks the fulfillment of all requirements throughout the proposal development effort.

  • Communicates with the customers and industry partners during the proposal process for all data call, RFI’s, and any other relevant information.

  • Reviews completed storyboards and proposal sections to ensure requirements are addressed and that customer page limits are met.

  • Conducts and initiates regular proposal progress status meetings and maintains the proposal schedule including kick off and close out meetings.

  • Conducts color team reviews, internal/external evaluation of the technical, management, past performance and overall proposal approaches, and senior management sign-off.

  • Ensures that the appropriate comments are incorporated into the proposal and documented according to configuration management standards.

  • Directs writing/editing/rewriting efforts and graphic concepts development as needed.

  • Coordinates discussions and management of the proposals across the organization and multiple business units to include contracts, finance and accounting, executive management, scientists, and engineers, and the PMO.

  • Develop, manage, and update a Content Library, Past Performance Library, and repository of proposal content.

  • Develop and design branded proposal templates.

  • Other duties as assigned.

    Required Skills and Experience

  • Bachelor’s Degree with at least (8) eight years of federal government proposal management, support, and/or writing experience.

  • Understanding of, and experience with, the Federal procurement process and regulations (e.g. FAR, DFARS).

  • Experience with Salesforce.

  • Excellent editorial, writing, organizational, and communication skills.

  • Ability to work to meet deadlines (nights, weekends, and holidays at times).

  • Ability to work well both in a team and independently in a positive collaborative environment.

  • Ability to translate complex ideas into easy-to-understand text.

  • Up-to-date knowledge of marketing, editing, graphic design, and other relevant proposal best practices.

  • Ability to manage multiple projects simultaneously of various levels of difficulty.

  • Ability to create original content using interview and research techniques.

  • Fluency with Microsoft Office.

  • Experience Adobe Creative Cloud or similar products.

  • Ability to obtain and maintain a DoD Security Clearance.

    Preferred Skills (Not Required)

  • An advanced degree and/or technical background relevant to our areas of research.

  • Prior experience with multiple defense research organizations.

  • An active Department of Defense (DOD) Security Clearance.

  • Certified Proposal Manager or other applicable courses and certifications.

    Physical Requirements

  • Prolonged periods sitting at a desk and working on a computer.

  • Ability to travel to support business development related activities.

  • Must be able to lift up to 15 pounds at times.
