IMSolutions seeks Federal Senior Level Acquisition Specialists to fill exciting opportunities supporting the federal government within The Department of Interior (DOI).

Do you have experience doing acquisitions in federal government R&D and/or construction programs? Then this is the role for you as we are looking specifically for senior-level acquisition specialists who have this experience!

As a Senior Level Acquisition Specialist (CS3) , you will negotiate and administer federal government R&D and/or construction contracts , including contract pre‐award, administration, and post‐award, acquisition policy development, analysis, and advisement.

These functions include:

  • Performing detailed analysis and evaluation of contracting matters, and the initiation, development, and recommendation of contracting policies, procedures, guidance, and control for contracting activities within the Department of Interior, Acquisition Directorate (DOI-AQD).

  • Applying in-depth knowledge and experience in the development of contract documentation to include, at a minimum: the development and preparation of Statements of Work/Performance Work Statements (SOW/PWS), market research, acquisition plans, acquisition strategies, acquisition life-cycle planning, development of cost estimations, source selection plans, justifications and approvals and Request for Proposal/Request for Quotes (RFP/RFQ).

  • Facilitating and leading the continued administration of contracts and other agreements IAW FAR regulations and guidance.

  • Providing advisory support in source selections and performing detailed proposal price and cost analysis.

  • Developing and recommending streamlining initiatives using appropriate innovative techniques to improve procurement operations and customer service.

  • Preparing the draft of protest and termination case documents for review and approval by the Contracting Officer.

  • Providing lead support during contract negotiations and contract pre-closeout actions.

Qualifications:

  • At least ten (10) yearsof experience performing actions specific to federal acquisitions with relevant R&D and/or CONSTRUCTION experience within the last 2 years.

  • Bachelor’s degree or at least 24 credit hours in business or a business-related field.

  • Direct federal contracting experience with the ability to demonstrate comprehensive knowledge of industry and business practices, procurement, contracting policies, methods, cost relationships, and options as well as experience negotiating and administering R&D and/or CONSTRUCTION contracts.

  • Experience in the contract pre‐award process to include, at a minimum: source selection process(es), post‐award process, contract administration, and contract pre-closeout.

  • Specialized knowledge of pre‐award contract requirements required contract documentation, the Federal Acquisition Regulation (FAR) clauses and applicability, federal supply service orders, delivery orders, and task orders under indefinite-delivery/indefinite-quantity contracts, along with best practices in contract negotiations.

  • Thorough understanding of the acquisition life cycle and the ability to make recommendations for contract selection types for new acquisitions.

  • U.S. Citizenship or Foreign National with a work permit and residing in the U.S. for three (3) or more years.

  • Ability to pass a Federal Public Trust Clearance, which must be adjudicated favorably for you to begin working. This requires fingerprinting and reporting on your previous employment, residence, education, and financial and legal background. Candidates may be disqualified for federal or state convictions of crimes, military court-martials, delinquent federal debt including taxes and student loans, current use of illegal drugs, or lying on the application.

Base compensation range and benefits:

  • $100,000 to $125,000 - actual compensation is subject to variation due to such factors as education, experience, skillset, and/or location.

  • Fully remote position - 100% telework in the U.S.
