Title: Project Engineer Location: Ogden, UT Clearance: Top Secret Citizenship Requirement: US Citizenship Required Req #: 2490 Salary: $100,000/Yr – $195,000/Yr Summary: Craig Technologies has an opening for a Project Engineer to support the U.S. Ground Based Strategic Deterrent (GBSD) system in Ogden, UT. The Project Engineer (PE) will be responsible for the design development of project facilities to meet the design requirements for all systems, structures, and components, through customer and end user review and approval. The PE will supervise multi-disciplinary engineering activity on the GBSD project for the assigned scope of work. The PE will also assume technical responsibilities for interpreting, organizing, executing, and coordinating these assignments. The PE makes decisions independently concerning problems and opportunities and maintains contacts with key personnel of client organization relating to engineering. The PE is involved in the planning and direction of various complex engineering assignments on the GBSD project. The PE key roles may include but are not limited to: Development of Mechanical, Electrical, Piping (MEP) and Structural design, coordinating design reviews with customers, interdisciplinary coordination, system boundary definition, bounding designs against unknown conditions, and interfacing engineering with construction and procurement functions. Development and execution of site-specific engineering activities to align site design documents to site specific characterizations, enabling advancement and coordination of construction and procurement activities at each site. Coordinate remote execution teams, corporate resources, procedure and instruction development, and staffing activities. Oversees consistent use of standard planning tools and processes in the design execution. Coordinate resolution of comments, conditions adverse to quality and leads a multi-discipline team in performance of support tasks to ensure the final product is coordinated within engineering and with interfacing organizations. Develops management deliverables and business processes to support design and construction execution strategy, in coordination with Document Control and Quality functions. Plan and develop engineering activities to support planning and scheduling, EVMS tracking, scope of work alignment verification; while ensuring overall coordination. Detailed Description: Directs and coordinates engineering activities for the project or assigned portion including supervision of engineers of all disciplines assigned to the project. Establishes or assists in establishing the detailed project execution plan and the development of the overall project engineering budget and schedule. Inputs to and owns the engineering elements of a project capital estimate (proposals and execution) quantities and budgets. Performs and manages the work in accordance with relevant Engineering Department Procedure Instructions (EDPs) issued on the project, design guides and Bechtel Standard Application Programs (BSAPs). Develops design and procurement schedules for approval and establishes engineering budget and schedule for portions of a project or task. Prepares, approves, or recommends approval of project procedures for engineering, as required. Coordinates engineering effort with Project Manager, Procurement, Operations, Startup, Environmental Safety and Health (ES&H), Client Regulators and Project Controls when assigned. Collaborates annual performance reviews with Engineering Management in accordance with approved procedures. Makes recommendation to Engineering Management of key personnel for project assignment. Reviews and approves design documents, change orders, material requisitions and specifications for construction or procurement use. Supervises the preparation of, reviews and endorses bid analyses and recommendations for procurement of equipment material and services within the Engineering scope of responsibility. Coordinates activities among the design groups on the project. Initiates requests for specialized professional services as well as coordinate with other functions (procurement, construction, startup, project controls, and estimating etc.) to ensure alignment of data and deliverables. Initiates Bechtel/Client correspondence related to the engineering portion of the contract. Reviews project engineering progress against approved schedules, evaluates changes and takes corrective action when required. Manages the flow of information required from third parties to assure the timely progress of the engineering work. Prepares or directs the preparation of project studies, reports, forecasts, special engineering reports and plant data book. Communicates complex technical issues and recommends solutions to client, project, and functional management. Ensures that Technical Risk Assessments are comprehensive and complete, safety practices and procedures are implemented, and engineering design documentation comply with project Quality Assurance plan and procedures. As directed, manages the complex organizational interactions that evolve from the participation of several Bechtel entities on the project or from client-established relationships with other contractors. Acts as a member of the project senior management team to solve problems and direct resources to ensure project priorities are addressed. Perform constructability reviews with Construction and have recommendations incorporated. Generate Smart Staff updates, requisition postings, and coordination of staffing with HR/Functional. Coordinates and updates engineering project risks, opportunities, and treatment plans as well as customer interfaces for package comments and administrative coordination of releases with prime contracts. Supports control account manager reporting, metrics, scheduling, and baselining activities for EVMS compliance, and engineering status and performance reports to Bechtel Management and customer personnel. Engages with the customer to ensure alignment of delivery and design and enhances communication opportunities. Develop design configuration packages for configuration control and change management and coordinate division of responsibility between Bechtel and customer functions and technical teams. Lead engineering planning, estimating, and scheduling activities and supporting document development including VAR development and support, change control implementation, and Job Hour Distribution tracking against actuals. Leads task teams developing material requisitions, service requisitions and monitors change control against project SCAS and lead multiple small engineering task group(s), as required. Position Requirements: US Citizenship Required. Bachelor’s degree in an engineering discipline, from an accredited university, with at least 13 years of relevant design experience with at least 3 years of that time leading an engineering team. In lieu of a degree, 19 years of relevant experience. Relevant experience includes leading multi-discipline teams including supervision, preferably in project and staff design engineering or architectural design but may include other relevant types of engineering including startup, field engineering or plant operation in large industrial plants, utilities, process plants or engineering/construction firms. Able to obtain DOD Top Secret Clearance. Technical knowledge of related engineering systems, engineering calculations, applications of engineering and construction methods and materials, and engineering application of computers. Proficient knowledge of project engineering processes and procedures. Knowledge of related operation practices and the economics involved and current knowledge of new methods of design and construction. Proficient knowledge on planning, application, and coordination of 2-D and/or 3-D Computer Aided Design (CAD) design processes on a project. Knowledge of industry/regulatory codes and standards and design criteria pertinent to the particular discipline. Experience working with government agencies, preferably Department of Defense (DoD). Experience with or knowledge of non-engineering functions such as project controls, construction, startup, or estimating. Experience with or knowledge of interfacing with other engineering disciplines to deliver standard NS&E engineering deliverables and understanding the key handoffs for the products delivered. Experience with or knowledge of procurement of components from vendors on a government project and interfacing with both vendors and procurements to successfully deliver. At least 2 years of relevant experience as a Cost Account Manager (CAM) at a large DOE or DOD project. Professional Engineering Registration in the US. Excellent communication skills, both verbal and written, with a diverse group of customers. Demonstrated skill in supervision and strong organizational skills. Preferred Qualifications: Master's degree in an engineering discipline. Prior engineering experience on a DOD or DOE Project. Familiar with government System Engineering and Configuration Management Programs. Experience with engineering planning and tracking tools including SmartStaff, Unifier, and advanced excel skills.
