Accomplishes various analytical studies and/or projects to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs. Prepares action plans and schedules for project accomplishment, both short and long-range; ensures that plans are consistent with Service goals, schedules, and policies. Conducts in-depth analyses of project data, requirements, and impact; identifies problem areas and determines how to resolve them. Performs complex operational reviews, prepares comprehensive program analyses/evaluations, and/or provides guidelines pertaining to the effectiveness of program operations in meeting established goals and objectives. Prepares feasibility studies, directives, memoranda, policy statements, written guidelines and recommendations, oral and written presentations, and/or conducts briefings to communicate findings, advice and recommendations, implementation plans, directives, and guidelines to managers and executives. Recommends decisions for program staffing; develops changes in methods, procedures, and techniques to improve baseline measures; conducts studies of employee/organizational efficiency and productivity; and recommends changes and improvements in organization, staffing, work methods and procedures. Specialized experience for this position includes: -Preparing evaluations for a segment or phase of a broader project or study. -Using conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; -Preparing draft reports and other substantive guidelines and materials; -Recommending alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures; -Performing operational reviews, program evaluations and guidelines pertaining to the effectiveness of line program operations; -Making recommendations and conduct studies of employee/organizational efficiency and productivity; Experience researching, analyzing and adjusting basic tax accounts using Command Codes in IDRS, and online tools; CIS (Correspondence Imaging System), AMS (Accounts Management Services) or IAT (Integrated Automation Technologies); Experience using Microsoft Office or equivalent software programs (Word, excel, PowerPoint, outlook) to prepare briefings and reports, manipulate spreadsheets and prepare presentations. OR EDUCATION: Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university. OR Three full years of progressively higher level graduate education leading to a Ph.D. degree in a related field of study. OR LL.M., if related.
