Job Description:

  • Provides leadership and management oversight to a variety of engineering work centers, project managers and a development, security and operations work center.

  • Oversees the architecture of highly complex solutions across the appropriate engineering environments to meet USSTRATCOM requirements or enhance performance.

  • Oversees, plans and conducts the technical aspects of large, complex projects; coordinates the efforts of technical support staff in the performance of assigned projects.

  • Collaborates with the Chief Technology Officer and Chief Architect on the USSTRATCOM C4IT roadmap to ensure consistency with major new engineering projects.

  • Provides complex technical consultation on current and proposed systems to other SCITLS organizations and the USSTRATCOM engineering organization.

  • Manages major Cost-Plus Award Fee/Incentive Fee/Fixed Fee, and Level of Effort engineering projects locally and remote.

  • Plans, conducts and oversees all technical aspects of projects; coordinates the efforts of technical support staff in the performance of assigned projects.

  • Reviews and recommends highly complex systems investment(s) to management and USSTRATCOM customers based on results of independent assessment of current and future performance, stability, and systems management/life cycle issues.

  • Develops innovative, cost-efficient solutions for improved warfighter IT performance/operations.

  • Reviews cost analyses and vendor comparison reports to ensure cost-effective and efficient operations.

  • Provides oversight for identifying, assessing and controlling risks, identifying threats to assets, projects, financials and evaluating vulnerabilities associated with risks in all aspects of engineering projects.

  • Provides project management support delivering quality products and services while meeting budget, quality and schedule commitments.

  • Ensures consistent and professional delivery of quality services and timely responses to requests for services and support.

  • Ensures all report documents are accurate and complete, showing measurements of effectiveness, cost savings and team performance.

  • Trains, mentors and motivates staff to meet individual, team and contractual obligations and thresholds while ensuring individual career growth and development.

  • Ensures incorporation of best practices based on industry and organizational standards.

  • Establishes team goals and strategy to evolve the team towards best in class/industry standards from a performance and customer satisfaction standpoint.

  • Collaborates with the Training Coordinator to ensure engineering staff is properly trained

  • Collaborates with strategic industry partners to evaluate new products/capabilities.

  • Prepares reports and/or makes recommendations regarding new technology to senior leadership.

  • Leads innovative forums and meetings with strategic partners.

  • Ensures budgetary guidelines were adhered to by recommending complex systems investments to management and customers.

  • Reviews completion and implementation of system additions and/or enhancements and provides management overview.

  • Develops and applies advanced methods, theories and research techniques in the investigation and solution of highly complex system requirements and problems.

  • Reviews literature, patents and current practices to support business requirements and/or new industry technology.

Education: Bachelor's Degree

Required Experience: 10 years of related IT Engineering/Project Management

Desired Certification: PMP Certification

Security Clearance Level: TS with SCI eligibility

The likely salary range for this position is $153,000 - $207,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
