The Opportunity

The Project Engineer will be responsible for the efficient planning, execution and monitoring of track maintenance work while maintaining strong client, supplier and other stakeholder relationships. The position holder is also responsible for material and fleet management, along with contributing to the continuous improvement of internal processes. You will also support emergency response when required. This is a full-time permanent position based out of the Oakville Area, requiring work and travel within Kitchener/Hamilton to Toronto.

Key Responsibilities and Functions

  • Work closely with the Project Director to ensure that all project requirements for Track Maintenance are met;

  • Provide leadership, oversight and guidance to a team of Track Manager, Track Supervisor, Assistant Track Supervisors and unionized Track Maintenance employees;

  • Take the lead in advocating for Siemens Mobility’s quality programs, safety culture, adherence to standards and policies and efficiency of operations.

  • Take responsibility for all track work relating to railway works performed by Siemens Mobility and their Subcontractors, and review and sign off on any new construction completed by others through the handover protocols as mandated by regulatory requirements;

  • Work with the Project Director and the Track Manager to develop efficient inspection and maintenance plans, review inspection and testing reports, and develop reports and protocols as required internally and by the client;

  • Ensure appropriate planning and execution of all testing, inspections and resulting routine maintenance requirements and ensure compliance with all applicable standards and regulations;

  • Work in collaboration with the Project Management team to ensure efficient implementation and use of asset management tools;

  • Work with the Track Manager to ensure all asset inventory levels and asset management / condition-based assessments are performed and kept up to date;

  • In collaboration with the Track Manager, consolidate planned work requirements based on available track inspections and testing (Geometry and RFD) results and establish work priorities to be submitted as Capital Program recommendations to the client;

  • Prepare seasonal maintenance work plans in collaboration with the Track Manager, ensuring resources are available to efficiently execute such plan;

  • Work with the Track Manager and Work Block Coordinator to request/obtain planned work windows that will enable the execution of the seasonal maintenance work plan;

  • Monitor seasonal work plan execution and adjust as required;

  • Monitor project schedules, deliverables, costs, equipment, manpower, material, safety and quality of execution;

  • Understand and apply current client contractual terms to ensure proper work delivery, invoicing and customer satisfaction;

  • Monitor the need for and develop quotations for out-of-scope work in collaboration with the Track Manager;

  • Work with procurement and assist in the sourcing and negotiation of proper specifications, terms and pricing for equipment and material requirements and subcontractor services;

  • Review data and monitor Track Maintenance Key Performance Indicators (KPI’s) to ensure contractual compliance and meet clients expectations;

  • Contribute to the continuous improvement of internal processes in collaboration with other departments;

Required Experience and Qualifications

  • 15 years of relevant railway work experience (project management, planning) with the most recent 5 years as Project Engineer, or equivalent role for heavy railway projects;

  • Experience in the design, testing, and commissioning of new track and special track works;

  • Demonstrated experience with reviewing testing inspections and ensuring compliance with applicable regulations and standards.

  • Strong organizational skills;

  • Strong interpersonal skills and client focus;

  • Demonstrated negotiation skills;

  • Ability to recommend and implement efficient practices in terms of project planning, and inventory management;

  • Must be at ease with in working with various computer systems and softwares;

  • Professional Engineer licensed to practice in the Province of Ontario in a relevant discipline;

  • Knowledge of Canadian Rail Operating Rules (CROR), Continuous Welded Rail maintenance (CWR), and Track Inspection Guidelines (TIGS);

  • Knowledge in track geometry testing and inspection procedures, installation and maintenance work;

  • Familiar with the Transport Canada Rules Respecting Track Safety (RRTS) and other applicable regulations;

  • Ontario driver’s licence of a Class appropriate for the vehicle(s) they are to operate
