Description

The City of Norfolk's Police Department is currently seeking applications for Public Safety Aide. The incumbent will perform a variety of duties in support to sworn police personnel, such as, respond to calls for service that are not in progress nor of a violent nature, perform administrative functions involving motor vehicle accident investigation, a ssist with disabled vehicles/motorists, and preparation of various reports.

Essential Functions

Essential functions include, but are not limited to:

  • Provide supplemental support to Norfolk Police sworn personnel.

  • Respond and investigate minor and non-emergency related calls for service events/tasks.

  • Take incident reports for offenses that are not in progress that do not require issuance of a Virginia Uniform Summons.

  • Non-reportable accident investigations that occur on private property and require only an information exchange sheet.

  • Updating incident reports involving the recovery of unoccupied stolen vehicles and coordinating vehicle tow forms.

  • Directing traffic during accident investigations, crossing guard details, and special events.

  • Assist with disabled vehicles/motorists.

  • Respond to parking violations to include issuance of parking citations in accordance with city policy and guidelines.

  • Respond to abandoned vehicles events.

  • Handle evidence recovery under the direction of sworn personnel.

  • Respond to notifications events to exclude death notifications.

  • Transportation of city vehicles

  • Assist with vehicle escorts.

  • Assist the Telephone Reporting Unit, as needed.

  • Assist ISB with jail call review.

  • Assist with evidence transports.

  • Assist with missing juvenile/adult events.

  • Other duties as assigned.

Education/Experience

Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency.

No experience required.

Attend and complete a basic Public Safety Aide training course conducted by the Norfolk Police Training Academy and Field Training.

  • High school diploma or GED certification. Proof of higher education is also acceptable.

  • DD-214 long form that shows discharge information, if applicable (prior military only).

  • Completed Military Waiver Form (https://www.norfolk.gov/DocumentCenter/View/72332/Military-Documentation-Waiver) , via the link provided, if applicable (prior military only).

  • Birth Certificate or valid U.S. Passport (for proof of citizenship.) Please see the below information if you were not born in the U.S.

  • If you are the child of a U.S. citizen parent and you were born outside of the United States, your citizenship depends on the law that was in effect when you were born. In most cases, you will need to show evidence that at least one of your parents was a U.S. citizen and lived in the United States or its possessions for a period of time. To obtain recognition of citizenship, you may attach one of the following documents to your employment application:

  • Form FS-240, Consular Report of Birth Abroad (Form N-600), Certificate of Citizenship. For Naturalized or derivative citizens, please attach your Original Certificate of Naturalization, or Certificate of Citizenship.

    Automatic Disqualifiers:

    The following automatic disqualifiers will result in the immediate discontinuance of your employment application being processed:

    Military:

  • Prior military service with a dishonorable discharge.

    Driving Record:

  • Driver's license suspension within the past 12 months because of moving violations (misdemeanors or traffic infractions).

  • Extensive moving violation (misdemeanors or traffic infractions) convictions resulting in more than 10 Department of Motor Vehicles (DMV) demerit points.

    Criminal Conduct:

  • Conviction of drunk driving or driving under the influence within three years of applying.

  • Conviction of hit and run (personal injury involved).

  • Conviction of hit and run (property) within three years of applying.

  • Conviction of any offence involving moral turpitude, including concealment, bad checks, embezzlement, and or perjury.

  • Larceny conviction within three years of applying.

    Use of Narcotics or Drugs:

  • Any use of a controlled substance listed in Schedule l of the Code of Virginia (includes Heroin, LSD, MDMA, etc., excludes the use of marijuana).

  • Any non-medicinal use of a controlled substance listed in Schedule II of the Code of Virginia (includes Cocaine, Hydrocodone, Oxycodone, Methamphetamine, PCP, etc.) within five years of applying. Any non-medicinal use of such substances older than five years before applying shall be an automatic disqualifier if it involved more than minimal experimentation.

  • Any non-medicinal use of a controlled substance listed in Schedules III-VI of the Code of Virginia (includes illegal steroids, huffing, etc.) or any noxious chemical inhalant, within six months of applying.

  • Any use of marijuana or hashish after applying.

  • Any substantiated illegal act, arising from the possession, sale, manufacture or distribution of any narcotic, controlled substance, or dangerous drug, as defined by state, or federal law, except the use of marijuana before applying.

    Honesty:

  • Deceit or dishonest in the application or examination process.

    Overview of Process:

    Applicants must successfully complete the following steps.

  • Personal History Booklet - used to gather information of your personal history.

  • Physical Agility Test - events designed to simulate typical work-related situations, that require the ability to perform specific physical activities.

  • Obstacle Course completed in 2 minutes and 45 seconds

  • Recommended Training Program for Applicants (https://www.norfolk.gov/DocumentCenter/View/68181/Recommended-Training-Program-for-Applicants?bidId=)

  • Oral Interview - applicants will be asked the same set of questions.

  • Psychological Examination - using the Minnesota Multiphasic Personality Inventory Test (MMPI), used to assess personality traits and psychopathology , provided at City expense.

  • Background Investigation - involves obtaining and verifying information related to prior employment, drug usage, personal and professional references and criminal records, DMV records and credit records.

  • Polygraph Examination - used to verify the background data disclosed in the Personal History Booklet and employment application, provided at City expense. Deception noted in the areas of the automatic disqualifiers may prevent further processing of your application.

  • Medical Examination - includes medical physical and drug screen , provided at City expense.

    Signing Bonu s :

    This position is eligible for a one-time $5,000 signing bonus. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period and/or recruit academy. To receive the signing bonus, you must be an active employee in good standing.

  • Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

  • Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

  • Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

  • Retirement

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
