Telespazio Belgium CAATS Support ( Computer Assisted Audit Techniques) Engineer in Noordwijk-Binnen, Netherlands

Telespazio Belgium can count on almost 40 years of experience in the field of Space Operations Service & Engineering activities.

We provide a significant contribution to the most major Space programs of the European Space Agency. Our core business is to work on the ground to build bridges into space, contributing to the success of ambitious missions.

On behalf of the European Space Agency, we are looking for a highly skilled CAATS Support ( Computer Assisted Audit Techniques) Engineer to work in ESTEC, in the Netherlands.

What is expected from you:

  • The candidate shall install, operate and maintain the CAATS application elements, as well as design and implement the necessary improvements. The candidate shall familiarise with the CAATS CIA (Cyber Internal Audit) tools.

  • Upgrade and maintain the current ESA GNSS CAATS (computer-assisted Audit techniques).

  • Develop a new set of tools to improve the current ESA GNSS CAATS.

  • Support for the maintenance of the ESA GNSS CIA Evidence Database, currently based on Microsoft Excel.

  • Integrate the inputs provided by the industry into the ESA GNSS CAATS and develop the associated tools to perform this integration.

  • Develop and maintain a database with all the data inputs as the main repository of the Auditor knowledge base.

  • Develop the tools to validate and verify the data provided by ESA. Note that some of these data are classified.

  • Develop the tools to maintain records of software Audit activities (evaluation logs, status reports) provided by ESA.

  • Support to the ESA GNSS CIA team for the development of specific software and scripts during the execution of the Audits.

  • The candidate shall maintain an ESA GNSS CAATS Configuration Management Database (CMDB) with the following information:

  • The list of tools that are part of the ESA GNSS CAATS with the name, version, date, the repository where it is located and a detailed description.

  • The list of the Algorithms developed, with the name, version, date, the tool associated to the algorithm and a detailed description (pseudo-code for complex algorithms);

  • The list of the ESA GNSS CIA Repositories with the name, a detailed description and the list of users associated to the repository.

  • The candidate shall support the review of the evidence provided by the industry and shall assist in internal and external Cyber Internal training sessions and awareness campaigns performed at ESTEC.

  • The candidate shall deliver a Monthly Support Report to the ESA GNSS CIA, including the following information:

  • Overview of the past activities,

  • Summary of the activities performed during the period reported,

  • Summary of the future activities planned for the next period,

  • Summary of products delivered, in the case of the candidate, including the new tools and algorithms developed with a reference to the CMDB,

  • List of Security Incidents, if applicable.

  • The candidate shall assist the Monthly Reports Reviews, organized at ESTEC, in the Galileo European Space Agency Facilities: Keplerlaan 1, 2201 AZ Noorwijk, Netherlands. The Monthly Reports Reviews will be scheduled to be performed in one working day per month.

  • The candidate shall deliver a Monthly CAATS Tests Report to the ESA GNSS CIA, including the following information:

  • Summary of the new tools and capabilities developed during the period reported.

  • Summary of the user validation tests, and the procedures associated.

  • Summary of the tests results with the final acceptance.

  • The candidate shall assist the Monthly Checkpoints Reviews, organized at ESTEC. The Monthly Checkpoints Reviews shall include all the user acceptance tests and will be scheduled to be performed in one working day per month.

  • The candidate shall maintain the training and internal awareness campaigns materials.

  • The Physical Audits include a visit to some important Infrastructures within the scope of the Cyber-internal Audit Plans. The candidate shall support the ESA GNSS Cyber Internal Audit team “on site” during some of the Physical Audits, if it is requested by the ESA GNSS CIA. This support shall be performed up to 2 Physical Audits “on site” missions (located in Europe) per year.

  • The candidate shall deliver an Annex to the ESA GNSS CIA Plan per year, identified as CAATS Service Plan, at the beginning of the audit campaign, with the main activities planned to be performed during the audit campaign. It shall contain a summary of all the Monthly Reports Reviews. Note that the audit campaigns are performed once per year.

  • The candidate shall deliver an Annex to the ESA GNSS CIA Report per year, identified as CAATS Service Report, at the end of the campaign, with the main activities performed during the audit campaign. It shall contain a summary of all the Monthly Reports Reviews.

  • In addition, The candidate should have expertise in software development and experience in conducting project reviews (document and SW development processes)

What you offer:

The candidate must be eligible for EU security clearance.

  • Experience on Generalised Audit software (GAS) or Business Intelligence tools.

  • Knowledge about add-ins , plugins and app for Microsoft Office as Power User, Power Pivot, Power Query, ParallelDots, Office Tab, Tableau or the similar tools to increase the productivity of the Microsoft Office products.

  • Knowledge and experience on Navigation System or Space Systems.

  • Relevant technical experience (preferably in Audit and software engineering)

  • Knowledge about the ISACA Framework, ISO27K, NIST or COBIT standards.

  • Proficient in English,

  • Willing to travel inside and outside Europe.

Where:

You will be working within ESTEC, the European Space Agency's offices in the Netherlands as a contractor for Telespazio Belgium. We don't expect the employees to be on-site full time however you will still have to relocate to the Netherlands for this position.
