Naval Facilities Engineering Command PROGRAM MANAGER in Nimitz Hill, Guam

Summary You will serve as a Program Manager in the Office of the Deputy Ops Officer, Operations Business Line of NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND PACIFIC. Responsibilities You will provide program management for a broad spectrum of complex engineering products and services in support of facility development, facility design, construction and operations. You will serve as the host country representative and are responsible for country/location operational requirements and existing conditions to support the planning and execution of the Joint Area Development Plans (JADP) and project execution. You will work within a matrix organization using influence and program/project knowledge to accomplish execution goals and objectives. You will prepare and present briefings to various levels of management to effectively communicate proposals, data analysis, results and recommendations. You will develop and/or evaluate process improvement initiatives to increase productivity or quality, and/or set goals. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning and executing a schedule of products or services by a specified timeline; coordinating with construction managers and on-site project managers in project countries' evaluating process improvement initiatives; increasing the productivity or quality of a project; and render expert technical recommendations or solutions for a project.
