Summary Statement:

Central Lincoln PUD is seeking an Enterprise Applications (Information Systems) Supervisor to join our team. If you have proven leadership experience and demonstrated project management experience in the integration of software and technology into business processes, we’d like to hear from you! Our ideal candidate has experience with the suite of products provided by the National Information Solutions Cooperative (NISC) and ESRI mapping solutions, has project management and change management experience and has an understanding of the business needs of an Electric Utility. Seamlessly integrate software into business practices, policies, and procedures, with a strong emphasis on monitoring software capabilities, establishing change management mechanisms, testing changes, and providing leadership to evolve the use of software in business practices.

Your job also involves . . .

Being a subject matter expert and leading other SMEs in the training, testing, maintenance, change management, and documentation of business processes, systems, and procedures. Establishes project goals with stakeholders while establishing project scope and objectives that are in line with current software capabilities. Monitors progression of software capabilities for maturity and possible implementation. Provides active example and direction to team members, supervising a diverse subordinate skillset.

Essential Functions

JOB FUNCTIONS

Project Management in support of IT Department and other business units:

  • Promotes a culture of project management by example.

  • Analyze requirements, establish timelines, manage resources, and ensure project completion.

  • Participates in the roadmap and strategy for implementing cross-departmental software solutions maintaining consistency and alignment with strategic direction.

Stays current with new and emerging offerings in various software packages currently deployed and plans implementation as appropriate.

  • Advises on system capabilities and supervises the implementation of rate structures within the software to assure business and billing continuity.

  • Provides active priority and work management to assure work groups are progressing toward department and enterprise goals.

  • Monitors and reviews the effectiveness of established policies, procedures, systems, and practices and makes recommendations to management on matters affecting CLPUD policy and the configurability of the software to support adopted policies.

Manages software change within the organization

  • Conducts change management reviews when software updates occur and establishes implementation plans accordingly.

  • Ensures appropriate execution of testing and validation plans are created and followed following major changes or implementation of new features or configuration.

  • Establishes documentation practices within the department that support change activities, as well as provide end user documentation.

Provides leadership and management within the IT Department

  • Exercises full scope of supervision over designated staff and resolves personnel matters effectively.

  • Promotes a positive work environment focused on teamwork and support of a diverse work force.

  • Capable of negotiating and administrating contracts, agreements, payment for services, and monitoring for contract compliance.

Complete special projects and other duties as assigned to meet team, department and organizational goals while actively demonstrating accountability and responsibility for achieving desired outcomes and measurable results.

Knowledge of:

  • Leadership and management principles with emphasis of organized project management

  • Principles of risk management and the use of business and software controls

  • Budget, cost control, financial and economic concepts

  • Public utility business functions including software systems in support of customer service, accounting, and operations

  • Expertise in business software such as Microsoft Office and other standard software suites

  • Concepts of management information system implementation, maintenance, and change management

Minimum Qualifications and Progression

Minimum Education Level

Bachelor's

Specifics: Business Administration, Management Information Systems or computer Science.

Minimum Experience Level

Four years

Specifics: Four year’s related experience with at least 2 years’ experience in a supervisory capacity.

WORKING CONDITIONS

Job Conditions: Typical Office Environment: The work in this position is primarily conducted in a temperature-controlled office environment. Office spaces include traditional office lighting (including fluorescent lighting), as well as shared office spaces and facilities that result in consistent and frequent noise (often louder than ambient noise), conversations among employees and clients, interruptions and other similar distractions.

Work Location: Central Lincoln- Newport Headquarters

Travel: Travel occasionally via traditional modes of transportation (including airline travel) over long distances, some of which may involve one or more night stays out of town, both within and outside the state of Oregon.
