Newark Central School District Assistant Superintendent for Business in Newark, New York

RESPONSIBILITES:

  • Perform as a member of the Superintendent's Executive Cabinet.

  • Oversee a comprehensive fiscal planning process encompassing the operating budget and grants, in order to develop a structurally balanced, prudent annual budget and design a fiscally sound long-range financial plan encompassing budgetary control.

  • Plan, coordinate and supervise the operational departments to promote overall effectiveness and efficiency. Preparing proposed annual budget for the Board’s final consideration.

  • Conduct long-range financial and capital project planning and research while forecasting and maintaining a multi-year financial outlook.

  • Design and operationalize a sound and equitable fiscal and capital infrastructure with emphasis on supporting the success of the Newark CSD.

  • Develop and implement a school-based budgeting philosophy and framework by assisting schools and department leadership in budget development, monitoring and management, including maintenance of financial records and controls.

  • Monitor ongoing revenue and expenditures.

  • Manage all aspects of the Business Office inclusive of grants, vendor services and payments, procurement, payroll, benefits, tax collection, and risk management.

  • Participate with other leaders in the formulation of district policies and plans, and advise district leaders and others of the financial, procedural and related implications of programs and proposed changes in laws, rules, policies and procedures.

  • Conduct a compensation analysis, analyzing the fiscal impact of proposed compensation changes and advise leadership on financially related issues related to labor negotiations.

  • Maintain knowledge of current and proposed State and Federal laws governing the control and distribution of school district finances.

  • Confer with members of the New York State Department of Education, and other organizations, in regard to fiscal standing.

  • Ensure compliance with timely submission of accurate reports to New York State Department of Education and Federal Government.

  • Collaborate and provide supervision to: the Director of Facilities for the Operations &

    Maintenance Program for Safety Risk Management and Capital Projects; the Supervisor of Transportation in preparation of policies rules and regulations and demonstrates knowledge of statutory and regulatory requirements and oversight practices; the Director of Nutritional Services regarding the Food Service program; supervision of nursing staff.

  • Supervision of the Director of School Safety and Security, the Security Department and Safety Committee.

  • May serve as purchasing agent and district cler k.

  • Interface with school administration, legal, state agencies, IRS, union representatives and auditors.

  • Supervise assigned personnel and conduct annual performance appraisals.

  • Assist in development of Board of Education policies and revisions.

  • Make Annual budget preparations and presentations.

Job Qualifications

QUALIFICATIONS: Candidates must possess a minimum of a master’s degree and New York State School Business Administrator (SBA), School District Business Leader (SDBL), School District Administrator (SDA), or School District Leader (SDL), certificate at the time of appointment.

School District Administrator (SDA) or School District Leader (SDL) certificated candidates must demonstrate successful experience in school district finance and business operations; knowledge and experience budgeting and managing FLASHP health insurance consortium.

CPA certification preferred.
