Summary

Th is role aim s to rapidly elevate the MTA’s capabilities in mission concept development and appropriate intelligent systems implementation within legacy, emerging, and advanced operations, systems, and facilities across the entire MTA.

Responsible for bringing pragmatic strategic and thought leadership and business management to all aspects of the function. The core of the work will be focused within the realms of our prime mission and support capabilities, i.e . , Service Management, Customer Movement, Plant Management, Safety and Security, and Mission Critical Facilities. The position will also work in concert with leadership to motivate change in the strategic direction for operations, systems, acquisition, and lifecycle management, as well as strengthen our industrial base. Finally, inserting an appropriate innovation and business mindset into the realm of the system, as well as managing the delivery of systems themselves, is a crucial element the role must support.

Responsibilities

Provide strategic direction and leadership for all aspects of systems concept work (including ConOps ), technology strategy, and commercial acquisition and sustainment, ensuring alignment with organizational goals and objectives.

Lead and drive process improvements and other initiatives to improve the overall operation of MTA Construction & Development (C&D).

Maintain a current viewpoint of industrial technology trends, capabilities, and developments.

Management of systems solutions aspects to maturity , from paper concept to prototype research and development to production - ready; implementing an appropriate stage-gate process.

Strong focus on customer success, engaging directly with customers and internal teams to ensure the grow th and maintenance of a highly skilled engineering team to meet program and Systems Business Unit objectives, including ownership of staffing plans, recruitment, and university outreach.

Drive and complete month ly , quarterly, and annual operating rhythms and deliverables regarding the strategy, growth, and operation of the business.

Education and Experience

Bachelor’s degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field.

Must have a minimum of sixteen (16) years of related experience .

Must have a minimum of ten (10) years in a management or supervisory role and/or program/project manager role in a large, multi-faceted organization.

Passion for leadership and motivating teams to deliver exceptionally on defined goals.

Key elements include being driven to deliver, being detail- and process-oriented, and having a passion for technology, infrastructure, operations, and business improvement.

Licensed Professional Engineer or Registered Architect desirable.

PMP and CCM Certifications are preferred.

Significant experience in project management for major construction projects or highly complex systems is preferred.

Substantial experience leading and managing contractors, subcontractors, or vendors.

Excellent communication and interpersonal skills.

Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal organizational levels .

Demonstrated ability to work in a high-profile, high-pressure environment effectively.

Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.

Must be a proven leader as a change agent and creative/innovative thinker to align business goals with solutions to drive process improvements.

Must possess excellent team - building , listening, problem-solving, and prioritization skills.

Alternative Delivery experience preferred.
