Job Description

New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.

The Office of the Chief Operating Officer (COO) is comprised of Human Capital Management (HCM), Information Technology (IT), Support Services and Geographic Information Systems (GIS). The Office of the COO is focused on implementing agency initiatives and strategies into daily operations to meet agency objectives and goals.

The Information Technology unit provides all technology support for NYC Emergency Management staff, including hardware, software, and licensing. The unit also maintains the technology and computer systems of the entire agency and all its resources.

NYCEM’s Information Technology unit is seeking an experienced Systems Engineer with a demonstrated track record in successfully migrating workloads from on-premises to Microsoft 365. The ideal candidate will possess in-depth experience in advanced configuration of Microsoft 365 applications and a proven ability to effectively manage security for a modern distributed workforce. We are looking for an IT professional with expertise in Microsoft 365 hybrid environments. The Information Technology unit provides all technology support for staff, including hardware, software, and licensing. The unit also maintains the technology and computer systems for the agency and all its resources.

Under the supervision of the Systems Engineering Manager, the candidate will be responsible for the following:

  • Maintaining all systems, hardware, cloud services, and related technology.

  • Build supporting documentation for IT equipment and systems as required.

  • Providing support for the specification, building, and maintenance of computer systems or services within established standards and guidelines.

  • Interacting with application software and operating systems to diagnose and resolve unique problems.

  • Conducting independent analyses, communicating effectively, and solving problems independently.

  • Develop new technology and engineering best practices.

This position requires strong technical skills, as well as the ability to work independently and as part of a team. The ideal candidate will have a proven track record of success in systems engineering, as well as experience with a variety of systems, hardware, cloud services, and related technology.

Responsibilities:

  • Strong experience in configuration and administration of Microsoft 365 services including Teams, Exchange Online, SharePoint/OneDrive, and Teams.

  • Strong experience in implementing, monitoring, and maintaining a VMware environment running Microsoft technologies and Citrix.

  • Experience with BladeSystems and Storage Area Networks.

  • Experience with Windows Server builds, configuration, upgrades, and migrations.

  • Experience with Exchange.

  • Experience with Microsoft 365 Defender for Office 365, Defender for Identities, Defender for Cloud Apps or Entra (Azure AD), ID Protection.

  • Experience managing enterprise endpoints using Microsoft Intune.

  • Experience with management of SSO and MFA solutions for cloud services.

  • Experience with DNS, DHCP, Kerberos, Entra, and Active Directory including managing/maintaining GPOs.

  • Advanced knowledge of Microsoft technologies including SQL, SQL Reporting Services, SharePoint, Intune, Configuration Manager or Operations Manager.

  • Advanced knowledge of Windows operating systems.

  • Knowledge of patch management, software distribution, and operating system deployment.

  • Knowledge of Backup, Restore, and Recovery.

  • Knowledge of Networking.

  • Knowledge of PowerShell.

**PLEASE NOTE THE FOLLOWING:

  • The selected candidate will be assigned to an on-call Emergency Operations Center (EOC) team and will be expected to work non-business hours during some emergencies. These non-business hours include nights, weekends, holidays, and extended week hours outside of a 9AM-5PM schedule. The selected candidate will also participate in trainings to build skills and competencies in emergency response; will participate in drills and exercises associated with the on-call EOC team; and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time, with six weeks off in between.

Qualifications

  1. A master’s degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences or related field and one year of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire, police, or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or

  2. A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience in the areas listed in “1” above; or

  3. A four-year high school diploma or its educational equivalent approved by a state’s

department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in the areas listed in “1” above, at least two years of which must have been in one of those areas, or another specialized area to which the appointment is to be made.
